77 A JOINT RESOLUTION
88 proposing a constitutional amendment to require that future
99 constitutional amendments become effective only if approved by a
1010 majority of the voters in at least three-fourths of the counties of
1111 the state.
1212 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Section 1(c), Article XVII, Texas Constitution,
1414 is amended to read as follows:
1515 (c) The election shall be held in accordance with procedures
1616 prescribed by the Legislature, and the returning officer in each
1717 county shall make returns to the Secretary of State of the number of
1818 legal votes cast at the election for and against each amendment. If
1919 it appears from the returns that in at least three-fourths of the
2020 counties in this state a majority of the votes cast have been cast
2121 in favor of an amendment, it shall become a part of this
2222 Constitution, and proclamation thereof shall be made by the
2323 Governor.
2424 SECTION 2. The following temporary provision is added to
2525 the Texas Constitution:
2626 TEMPORARY PROVISION. (a) This temporary provision applies
2727 to the constitutional amendment proposed by the 89th Legislature,
2828 Regular Session, 2025, relating to requiring that future
2929 constitutional amendments become effective only if approved by a
3030 majority of the voters in at least three-fourths of the counties of
3131 the state.
3232 (b) The amendment to Section 1(c), Article XVII, of this
3333 constitution takes effect January 1, 2026.
3434 (c) This temporary provision expires January 1, 2027, and
3535 applies only to another proposed constitutional amendment for which
3636 the election to approve the amendment is held on or after that date.
3737 SECTION 3. This proposed constitutional amendment shall be
3838 submitted to the voters at an election to be held November 4, 2025.
3939 The ballot shall be printed to provide for voting for or against the
4040 proposition: "The constitutional amendment to require that future
4141 constitutional amendments become effective only if approved by a
4242 majority of the voters in at least three-fourths of the counties of
4343 the state."
