66 A JOINT RESOLUTION
77 proposing a constitutional amendment authorizing legislative
88 action at any time after the thirtieth day of the regular session of

1010 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 5(b), Article III, Texas Constitution,
1212 is amended to read as follows:
1313 (b) When convened in regular Session, the first thirty days
1414 thereof shall be devoted to the introduction of bills and
1515 resolutions, acting upon emergency appropriations, passing upon
1616 the confirmation of the recess appointees of the Governor and such
1717 emergency matters as may be submitted by the Governor in special
1818 messages to the Legislature. [During the succeeding thirty days of
1919 the regular session of the Legislature the various committees of
2020 each House shall hold hearings to consider all bills and
2121 resolutions and other matters then pending; and such emergency
2222 matters as may be submitted by the Governor. During the remainder
2323 of the session the Legislature shall act upon such bills and
2424 resolutions as may be then pending and upon such emergency matters
2525 as may be submitted by the Governor in special messages to the
2626 Legislature.]
2727 SECTION 2. This proposed constitutional amendment shall be
2828 submitted to the voters at an election to be held November 4, 2025.
2929 The ballot shall be printed to permit voting for or against the
3030 proposition: "The constitutional amendment authorizing legislative
3131 action after the thirtieth day of the legislative session."
