6	6	A JOINT RESOLUTION
7	7	proposing a constitutional amendment authorizing legislative
8	8	action at any time after the thirtieth day of the regular session of
9	9	the legislature.
10	10	BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
11	11	SECTION 1. Section 5(b), Article III, Texas Constitution,
12	12	is amended to read as follows:
13	13	(b) When convened in regular Session, the first thirty days
14	14	thereof shall be devoted to the introduction of bills and
15	15	resolutions, acting upon emergency appropriations, passing upon
16	16	the confirmation of the recess appointees of the Governor and such
17	17	emergency matters as may be submitted by the Governor in special
18	18	messages to the Legislature. [During the succeeding thirty days of
19	19	the regular session of the Legislature the various committees of
20	20	each House shall hold hearings to consider all bills and
21	21	resolutions and other matters then pending; and such emergency
22	22	matters as may be submitted by the Governor. During the remainder
23	23	of the session the Legislature shall act upon such bills and
24	24	resolutions as may be then pending and upon such emergency matters
25	25	as may be submitted by the Governor in special messages to the
26	26	Legislature.]
27	27	SECTION 2. This proposed constitutional amendment shall be
28	28	submitted to the voters at an election to be held November 4, 2025.
29	29	The ballot shall be printed to permit voting for or against the
30	30	proposition: "The constitutional amendment authorizing legislative
31	31	action after the thirtieth day of the legislative session."
