77 A JOINT RESOLUTION
88 proposing a constitutional amendment regarding the time during
99 which the legislature may act on bills or resolutions during a
1010 regular session.
1111 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 5(b), Article III, Texas Constitution,
1313 is amended to read as follows:
1414 (b) When convened in regular Session, the first thirty days
1515 thereof shall be devoted to the introduction of bills and
1616 resolutions, acting upon emergency appropriations, passing upon
1717 the confirmation of the recess appointees of the Governor and such
1818 emergency matters as may be submitted by the Governor in special
1919 messages to the Legislature. [During the succeeding thirty days of
2020 the regular session of the Legislature the various committees of
2121 each House shall hold hearings to consider all bills and
2222 resolutions and other matters then pending; and such emergency
2323 matters as may be submitted by the Governor.] During the remainder
2424 of the session the Legislature shall hold hearings and act upon such
2525 bills and resolutions as may be then pending and upon such emergency
2626 matters as may be submitted by the Governor in special messages to
2727 the Legislature.
2828 SECTION 2. This proposed constitutional amendment shall be
2929 submitted to the voters at an election to be held November 4, 2025.
3030 The ballot shall be printed to permit voting for or against the
3131 proposition: "The constitutional amendment regarding the time
3232 during which the legislature may act on bills or resolutions during
3333 a regular session."
