77 A JOINT RESOLUTION
88 proposing a constitutional amendment regarding the time during
99 which the legislature may act on bills or resolutions during a
1010 regular session.
1111 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 5(b), Article III, Texas Constitution,
1313 is amended to read as follows:
1414 (b) When convened in regular session [Session], the first 60
1515 [thirty] days thereof shall be devoted to the introduction of and
1616 acting on bills and resolutions, including holding committee
1717 hearings [acting upon emergency appropriations, passing upon the
1818 confirmation of the recess appointees of the Governor and such
1919 emergency matters as may be submitted by the Governor in special
2020 messages to the Legislature]. During the remainder of the session
2121 [succeeding thirty days of the regular session of the Legislature]
2222 the various committees of each House shall hold hearings to
2323 consider all bills and resolutions and other matters then pending
2424 and [; and such emergency matters as may be submitted by the
2525 Governor. During the remainder of the session] the Legislature
2626 shall act upon such bills and resolutions as may be then pending.
2727 The Legislature may at any time during a regular session consider
2828 the confirmation of the recess appointees of the Governor and act on
2929 emergency appropriations and [upon] such emergency matters as may
3030 be submitted by the Governor in special messages to the
3131 Legislature.
3232 SECTION 2. This proposed constitutional amendment shall be
3333 submitted to the voters at an election to be held November 4, 2025.
3434 The ballot shall be printed to permit voting for or against the
3535 proposition: "The constitutional amendment regarding the time
3636 during which the legislature may act on bills or resolutions during
3737 a regular session."
