77 A JOINT RESOLUTION
88 proposing a constitutional amendment adding individuals who are not
99 United States citizens to the classes of persons not allowed to vote
1010 in this state.
1111 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 1(a), Article VI, Texas Constitution, is
1313 amended to read as follows:
1414 (a) The following classes of persons shall not be allowed to
1515 vote in this State:
1616 (1) persons under 18 years of age;
1717 (2) persons who have been determined mentally
1818 incompetent by a court, subject to such exceptions as the
1919 Legislature may make; [and]
2020 (3) persons convicted of any felony, subject to such
2121 exceptions as the Legislature may make; and
2222 (4) persons who are not citizens of the United States.
2323 SECTION 2. This proposed constitutional amendment shall be
2424 submitted to the voters at an election to be held November 4, 2025.
2525 The ballot shall be printed to provide for voting for or against the
2626 proposition: "The constitutional amendment adding individuals who
2727 are not United States citizens to the classes of persons not allowed
2828 to vote in this state."
