| 11 | 11 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Section 1(a), Article VI, Texas Constitution, is |
|---|
| 13 | 13 | | amended to read as follows: |
|---|
| 14 | 14 | | (a) The following classes of persons shall not be allowed to |
|---|
| 15 | 15 | | vote in this State: |
|---|
| 16 | 16 | | (1) persons under 18 years of age; |
|---|
| 17 | 17 | | (2) persons who have been determined mentally |
|---|
| 18 | 18 | | incompetent by a court, subject to such exceptions as the |
|---|
| 19 | 19 | | Legislature may make; [and] |
|---|
| 20 | 20 | | (3) persons convicted of any felony, subject to such |
|---|
| 21 | 21 | | exceptions as the Legislature may make; and |
|---|
| 22 | 22 | | (4) persons who are not citizens of the United States. |
|---|
| 23 | 23 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 24 | 24 | | submitted to the voters at an election to be held November 4, 2025. |
|---|
| 25 | 25 | | The ballot shall be printed to provide for voting for or against the |
|---|
| 26 | 26 | | proposition: "The constitutional amendment adding individuals who |
|---|
| 27 | 27 | | are not United States citizens to the classes of persons not allowed |
|---|
| 28 | 28 | | to vote in this state." |
