77 A JOINT RESOLUTION
88 proposing a constitutional amendment to provide a person convicted
99 of a felony with the right to vote.
1010 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 1(a), Article VI, Texas Constitution, is
1212 amended to read as follows:
1313 (a) The following classes of persons shall not be allowed to
1414 vote in this State:
1515 (1) persons under 18 years of age; and
1616 (2) persons who have been determined mentally
1717 incompetent by a court, subject to such exceptions as the
1818 Legislature may make[; and
1919 [(3) persons convicted of any felony, subject to such
2020 exceptions as the Legislature may make].
2121 SECTION 2. This proposed constitutional amendment shall be
2222 submitted to the voters at an election to be held November 4, 2025.
2323 The ballot shall be printed to permit voting for or against the
2424 proposition: "The constitutional amendment to provide a person
2525 convicted of a felony with the right to vote."
