77 A JOINT RESOLUTION
88 proposing a constitutional amendment clarifying that a voter must
99 be a United States citizen.
1010 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 1(a), Article VI, Texas Constitution, is
1212 amended to read as follows:
1313 (a) The following classes of persons shall not be allowed to
1414 vote in this State:
1515 (1) persons under 18 years of age;
1616 (2) persons who have been determined mentally
1717 incompetent by a court, subject to such exceptions as the
1818 Legislature may make; [and]
1919 (3) persons convicted of any felony, subject to such
2020 exceptions as the Legislature may make; and
2121 (4) persons who are not citizens of the United States.
2222 SECTION 2. This proposed constitutional amendment shall be
2323 submitted to the voters at an election to be held November 4, 2025.
2424 The ballot shall be printed to permit voting for or against the
2525 proposition: "The constitutional amendment clarifying that a voter
2626 must be a United States citizen."
