| 12 | 12 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Section 11(a), Article IV, Texas Constitution, |
|---|
| 14 | 14 | | is amended to read as follows: |
|---|
| 15 | 15 | | (a) The Legislature shall by law establish a Board of |
|---|
| 16 | 16 | | Pardons and Paroles and shall require it to keep record of its |
|---|
| 17 | 17 | | actions and the reasons for its actions. The Legislature shall have |
|---|
| 18 | 18 | | authority to enact parole laws, including laws authorizing a court |
|---|
| 19 | 19 | | to terminate the sentence of a person who has successfully served |
|---|
| 20 | 20 | | the specified number of years on parole required by law, and laws |
|---|
| 21 | 21 | | that require or permit courts to inform juries about the effect of |
|---|
| 22 | 22 | | good conduct time and eligibility for parole or mandatory |
|---|
| 23 | 23 | | supervision on the period of incarceration served by a defendant |
|---|
| 24 | 24 | | convicted of a criminal offense. |
|---|
| 25 | 25 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 26 | 26 | | submitted to the voters at an election to be held November 4, 2025. |
|---|
| 27 | 27 | | The ballot shall be printed to permit voting for or against the |
|---|
| 28 | 28 | | proposition: "The constitutional amendment authorizing the |
|---|
| 29 | 29 | | legislature to enact laws providing for a court to terminate the |
|---|
| 30 | 30 | | sentence of a person who has successfully served the required |
|---|
| 31 | 31 | | number of years on parole." |
