77 A JOINT RESOLUTION
88 proposing a constitutional amendment authorizing the legislature
99 to enact laws providing for a court to terminate the sentence of a
1010 person who has successfully served the required number of years on
1111 parole.
1212 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Section 11(a), Article IV, Texas Constitution,
1414 is amended to read as follows:
1515 (a) The Legislature shall by law establish a Board of
1616 Pardons and Paroles and shall require it to keep record of its
1717 actions and the reasons for its actions. The Legislature shall have
1818 authority to enact parole laws, including laws authorizing a court
1919 to terminate the sentence of a person who has successfully served
2020 the specified number of years on parole required by law, and laws
2121 that require or permit courts to inform juries about the effect of
2222 good conduct time and eligibility for parole or mandatory
2323 supervision on the period of incarceration served by a defendant
2424 convicted of a criminal offense.
2525 SECTION 2. This proposed constitutional amendment shall be
2626 submitted to the voters at an election to be held November 4, 2025.
2727 The ballot shall be printed to permit voting for or against the
2828 proposition: "The constitutional amendment authorizing the
2929 legislature to enact laws providing for a court to terminate the
3030 sentence of a person who has successfully served the required
3131 number of years on parole."
