| 12 | 12 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Section 1(a), Article XVII, Texas Constitution, |
|---|
| 14 | 14 | | is amended to read as follows: |
|---|
| 15 | 15 | | (a) The legislature [Legislature], at any regular session, |
|---|
| 16 | 16 | | or at any special session when the matter is included within the |
|---|
| 17 | 17 | | purposes for which the session is convened, may propose amendments |
|---|
| 18 | 18 | | revising the constitution [Constitution], to be voted upon by the |
|---|
| 19 | 19 | | qualified voters for statewide offices and propositions, as defined |
|---|
| 20 | 20 | | in the constitution [Constitution] and statutes of this state |
|---|
| 21 | 21 | | [State]. The date of the elections shall be specified by the |
|---|
| 22 | 22 | | legislature [Legislature]. The proposal for submission must be |
|---|
| 23 | 23 | | approved by an affirmative [a] vote in each house of two-thirds of |
|---|
| 24 | 24 | | [all] the members present [elected to each House], entered by yeas |
|---|
| 25 | 25 | | and nays on the journals. |

| 26 | 26 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 27 | 27 | | submitted to the voters at an election to be held November 4, 2025. |

| 28 | 28 | | The ballot shall be printed to permit voting for or against the |
|---|
| 29 | 29 | | proposition: "The constitutional amendment changing the vote |
|---|
| 30 | 30 | | requirement in the legislature to approve a proposed constitutional |
|---|
| 31 | 31 | | amendment for submission to the voters of this state to two-thirds |
|---|
| 32 | 32 | | of the members present in each chamber of the legislature." |
