77 A JOINT RESOLUTION
88 proposing a constitutional amendment authorizing legislative
99 action at any time during a regular session of the legislature.
1010 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 5(b), Article III, Texas Constitution,
1212 is amended to read as follows:
1313 (b) During any time the Legislature is [When] convened in
1414 regular Session, the Legislature may introduce, hold committee
1515 hearings to consider, and otherwise act on any bill or resolution,
1616 and may pass [first thirty days thereof shall be devoted to the
1717 introduction of bills and resolutions, acting upon emergency
1818 appropriations, passing] upon the confirmation of the recess
1919 appointees of the Governor and such emergency matters as may be
2020 submitted by the Governor in special messages to the Legislature.
2121 [During the succeeding thirty days of the regular session of the
2222 Legislature the various committees of each House shall hold
2323 hearings to consider all bills and resolutions and other matters
2424 then pending; and such emergency matters as may be submitted by the
2525 Governor. During the remainder of the session the Legislature
2626 shall act upon such bills and resolutions as may be then pending and
2727 upon such emergency matters as may be submitted by the Governor in
2828 special messages to the Legislature.]
2929 SECTION 2. Section 5(c), Article III, Texas Constitution,
3030 is repealed.
3131 SECTION 3. This proposed constitutional amendment shall be
3232 submitted to the voters at an election to be held November 4, 2025.
3333 The ballot shall be printed to permit voting for or against the
3434 proposition: "The constitutional amendment authorizing
3535 legislative action at any time during a regular session of the
3636 legislature."
