66 A JOINT RESOLUTION
77 proposing a constitutional amendment authorizing the legislature
88 to exempt from ad valorem taxation the total assessed value of the
99 residence homestead of an unpaid caregiver of an individual who is
1010 eligible to receive long-term services and supports under the
1111 Medicaid program while the individual is on a waiting list for the
1212 services and supports.
1313 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1414 SECTION 1. Article VIII, Texas Constitution, is amended by
1515 adding Section 1-q to read as follows:
1616 Sec. 1-q. The legislature by general law may exempt from ad
1717 valorem taxation the total assessed value of the residence
1818 homestead of an unpaid caregiver of an individual who is eligible to
1919 receive certain long-term services and supports through a program
2020 established under federal law that provides health care and related
2121 services and benefits to persons with disabilities and under which
2222 this state receives federal matching money during the period the
2323 individual is on a waiting list for the services and supports. The
2424 legislature by general law may provide additional eligibility
2525 requirements for the exemption.
2626 SECTION 2. This proposed constitutional amendment shall be
2727 submitted to the voters at an election to be held November 4, 2025.
2828 The ballot shall be printed to permit voting for or against the
2929 proposition: "The constitutional amendment authorizing the
3030 legislature to exempt from ad valorem taxation the total assessed
3131 value of the residence homestead of an unpaid caregiver of an
3232 individual who is eligible to receive long-term services and
3333 supports under the Medicaid program while the individual is on a
3434 waiting list for the services and supports."
