| 8 | 8 | | proposing a constitutional amendment to direct the legislature to |

| 9 | 9 | | authorize and regulate the possession, cultivation, and sale of |

| 11 | 11 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Article III, Texas Constitution, is amended by |
|---|
| 13 | 13 | | adding Section 48 to read as follows: |
|---|
| 14 | 14 | | Sec. 48. (a) In this section, "cannabis" means the plant |
|---|
| 15 | 15 | | Cannabis sativa L., whether growing or not, the seeds of that plant, |
|---|
| 16 | 16 | | and every compound, manufacture, salt, derivative, mixture, or |
|---|
| 17 | 17 | | preparation of that plant or its seeds. |
|---|
| 18 | 18 | | (b) The legislature by law shall authorize and regulate the |
|---|
| 19 | 19 | | possession, cultivation, and sale of cannabis for medical use in |
|---|
| 20 | 20 | | this state. |
|---|
| 21 | 21 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 22 | 22 | | submitted to the voters at an election to be held November 4, 2025. |
|---|
| 23 | 23 | | The ballot shall be printed to provide for voting for or against the |
|---|
| 24 | 24 | | proposition: "The constitutional amendment directing the |
|---|
| 25 | 25 | | legislature to authorize and regulate the possession, cultivation, |
|---|
| 26 | 26 | | and sale of cannabis for medical use." |
