The Legislature would be permitted to impose additional eligibility requirements.The proposed constitutional amendment would permit, but not require, the Legislature to exempt animal feed held for retail sale from property tax. Consequently, any cost would be shown in the fiscal note for the associated implementing legislation (HB 1399).
