67 R E S O L U T I O N
78 WHEREAS, March 19, 2025, marks the 143rd anniversary of the
89 birth of trailblazing activist Minnie Fisher Cunningham, who played
910 a vital role in securing women's suffrage; and
1011 WHEREAS, The daughter of Horatio and Sallie Fisher, the
1112 former Minnie Fisher was born on the family farm near New Waverly in
1213 1882; she was one of the first women in the state to receive a
1314 pharmacy degree but soon discovered that her untrained male
1415 colleagues made twice her salary; following her marriage to Beverly
1516 "Bill" Cunningham, she became active in social reform efforts in
1617 Galveston; she chaired two Women's Health Protective Association
1718 committees and was a founding member and then president of the
1819 Galveston Equal Suffrage Association; and
1920 WHEREAS, Mrs. Cunningham was elected president of the Texas
2021 Equal Suffrage Association in 1915; membership grew to 10,000 under
2122 her leadership, and her formidable coalition-building and
2223 negotiating skills resulted in a bill granting Texas women the
2324 right to vote in state primary elections; the National American
2425 Woman Suffrage Association recruited her to lobby Congress and
2526 President Woodrow Wilson, and she eventually became the group's
2627 congressional secretary; after passage of the 19th Amendment in
2728 1919, she traveled across the Southwest to rally support for
2829 ratification; her shrewdness and determination were instrumental
2930 in making Texas the first southern state to ratify the amendment,
3031 thwarting an attempt to create a regional bulwark against it; and
3132 WHEREAS, A founder and officer of the National League of
3233 Women Voters, Mrs. Cunningham successfully championed the nation's
3334 first social welfare measure, the Sheppard-Towner Maternity and
3435 Infancy Act; back in Texas, she became one of the first American
3536 women to pursue a career in party politics, running for the
3637 U.S. Senate in 1928 and the governorship in 1944; she was an early
3738 inspiration to Eleanor Roosevelt and in turn energetically
3839 supported the Roosevelt administration's New Deal initiatives in
3940 numerous professional and volunteer capacities, including editor
4041 for the Texas A&M University Agricultural Extension Service, senior
4142 specialist in the Information Division of the federal Agricultural
4243 Adjustment Administration, and acting head of the Women's Division
4344 of the Democratic National Committee; and
4445 WHEREAS, Mrs. Cunningham returned to New Waverly to run the
4546 family farm but remained highly engaged in the progressive
4647 movement; in 1954, she helped establish the Texas Observer, and six
4748 years later, she managed the local headquarters of the
4849 John F. Kennedy presidential campaign, which carried Walker
4950 County; she died on December 9, 1964, at the age of 82; and
5051 WHEREAS, Through her vision, resolve, and extraordinary
5152 ability, Minnie Fisher Cunningham contributed enormously to the
5253 empowerment of American women, and 60 years after her passing, her
5354 accomplishments continue to resonate; now, therefore, be it
5455 RESOLVED, That the House of Representatives of the 89th Texas
5556 Legislature hereby commemorate the 143rd anniversary of the birth
5657 of Minnie Fisher Cunningham.
