77 R E S O L U T I O N
88 WHEREAS, A life made rich through meaningful service drew to
99 a close with the passing of Carol Ann Halliday Bonds of San Angelo
1010 on March 8, 2025, at the age of 77; and
1111 WHEREAS, The daughter of William Barham "W. B." and Katherine
1212 Louella Walker Halliday, the former Carol Ann Halliday was born on
1313 September 28, 1947, in Jackson, Mississippi, and she grew up with
1414 the companionship of two younger siblings, Warren and Mary; after
1515 graduating from Murrah High School in 1965, she attended Houston
1616 Baptist College, earning degrees in English and education; and
1717 WHEREAS, While at HBC, Dr. Bonds met her future husband,
1818 Charles G. Bonds, and they exchanged wedding vows on October 12,
1919 1968; the couple went on to share a rewarding marriage that spanned
2020 more than 56 years, and they became the proud parents of two
2121 children, Paula and Craig; their treasured family later grew to
2222 include four granddaughters, Megan, Allison, Carly, and Macy; and
2323 WHEREAS, A lifelong educator, Dr. Bonds began her career as
2424 an elementary school teacher, writing instructor, and principal
2525 before earning her master's degree from the University of Mary
2626 Hardin-Baylor and her doctorate from The University of Texas at
2727 Austin; she went on to become the superintendent of the Rogers,
2828 Livingston, and San Angelo Independent School Districts, and in
2929 those roles she received numerous honors, including the Robert Wood
3030 Johnson Community Health Leader Award from the Harris
3131 Institute/Foundation, the Region 15 Superintendent of the Year
3232 Award from the Texas Association of School Boards, and the Citizen
3333 of the Year Award from the San Angelo Chamber of Commerce; along the
3434 way, she wrote an innovative teacher's guide, Show Me the Way, and
3535 helped establish what was thought to be the first school-based
3636 health center of its kind in the state; and
3737 WHEREAS, A leader at the state and national levels, Dr. Bonds
3838 was a member of the legislative council of the University
3939 Interscholastic League, the Texas Military Preparedness
4040 Commission, and the U.S. Air Force Air Education and Training
4141 Command Civic Leader Program; in addition, she benefited her local
4242 community by volunteering with the Neighbors Café ministry at First
4343 Baptist Church San Angelo and Goodfellow Air Force Base; and
4444 WHEREAS, Although Carol Ann Bonds will be deeply missed,
4545 memories of her generosity, optimism, and passion for learning
4646 remain to comfort and inspire those she leaves behind; now,
4747 therefore, be it
4848 RESOLVED, That the House of Representatives of the 89th Texas
4949 Legislature hereby pay tribute to the life of Carol Ann Halliday
5050 Bonds and extend sincere condolences to her many relatives and
5151 friends; and, be it further
5252 RESOLVED, That an official copy of this resolution be
5353 prepared for her family and that when the Texas House of
5454 Representatives adjourns this day, it do so in memory of Carol Ann
5555 Bonds.
