| 10 | 11 | | WHEREAS, Located in Southwest Texas, Maverick County was |

| 11 | 12 | | formed in 1856 and named for cattleman and state legislator Samuel |

| 12 | 13 | | Augustus Maverick; the county was formally organized 15 years |

| 13 | 14 | | later, and the county seat, Eagle Pass, was established on the Rio |
|---|
| 14 | 15 | | Grande and became a center for travel and trade along the |
|---|
| 15 | 16 | | Texas-Mexico border; the city was originally named El Paso del |
|---|
| 16 | 17 | | Aguila because of the frequent flights of Mexican eagles over the |
|---|

|---|
| 18 | 19 | | WHEREAS, Over the years, city and county officials have |
|---|
| 19 | 20 | | demonstrated an ongoing commitment to working together to create |

| 20 | 21 | | jobs and improve the quality of life in their region of the state; |

| 21 | 22 | | civic leaders are also dedicated to the effective collaboration of |

| 22 | 23 | | the public and private sectors and to the administration of an |
|---|
| 23 | 24 | | economic development plan that will attract and retain business, |
|---|
| 24 | 25 | | industry, and trade while increasing affordable housing; the area's |

| 26 | 27 | | Southwest Texas Junior College and Sul Ross State University |

| 27 | 28 | | International, and construction is underway on a comprehensive, |

| 28 | 29 | | four-year university in Eagle Pass affiliated with SRSU and the |

| 30 | 31 | | WHEREAS, With three international bridges, including a rail |

| 31 | 32 | | bridge, Eagle Pass and Maverick County have become an important |

| 32 | 33 | | port of entry for international commerce; in 2023, the Port of Eagle |

| 33 | 34 | | Pass handled $37.14 billion in exports and imports, making it the |

| 34 | 35 | | ninth busiest border crossing in the U.S.; additionally, the |

| 35 | 36 | | Kickapoo Traditional Tribe of Texas provides a significant source |

| 36 | 37 | | of jobs, revenue, and tourism; visitors to the region can also learn |

| 37 | 38 | | about area history at Fort Duncan Park and San Juan Plaza and enjoy |

| 38 | 39 | | outdoor recreation at Maverick County Lake; moreover, they can |

| 39 | 40 | | stroll the streets of historic downtown Eagle Pass, which has been |

| 40 | 41 | | designated as a Texas Main Street City by the Texas Historical |

| 42 | 43 | | WHEREAS, Even as they celebrate their rich heritage, the |
