8	8	WHEREAS, Business and community leaders from El Paso are
9	9	gathering in Austin on February 19, 2025, to celebrate El Paso Day
10	10	at the State Capitol; and
11	11	WHEREAS, The sixth-largest city in Texas, El Paso has the
12	12	distinction of being located where two countries and three states
13	13	converge, and together with its neighboring border city Juárez,
14	14	Chihuahua, Mexico, it forms the largest bilingual and binational
15	15	workforce in the Western Hemisphere; the El Paso region also
16	16	represents one of the largest manufacturing centers in North
17	17	America, and it boasts key ports of entry that make it a nexus for
18	18	international trade; area businesses are fortunate to be served by
19	19	the El Paso Chamber, which has taken the lead in promoting economic
20	20	prosperity and encouraging a favorable business climate in El Paso
21	21	for nearly 125 years; and
22	22	WHEREAS, This vibrant, bilingual, and bicultural community
23	23	is home to a number of exemplary educational institutions, museums,
24	24	and historical sites and to many cultural and fine arts offerings
25	25	that attract residents and visitors alike; and
26	26	WHEREAS, Designated as an All-America City by the National
27	27	Civic League, El Paso is recognized for its innovation,
28	28	inclusiveness, public engagement, and cross-border collaboration,
29	29	and it is consistently rated as one of the safest cities in the
30	30	nation; and
31	31	WHEREAS, The University of Texas at El Paso has received the
32	32	prestigious R1 designation from the Carnegie Classification of
33	33	Institutions of Higher Education, which recognizes the school's
34	34	outstanding research activities; UTEP is also noted for providing
35	35	access to a diverse, 21st-century demographic; and
36	36	WHEREAS, Texas Tech University Health Sciences Center El Paso
37	37	is a stand-alone health sciences center and home to the first
38	38	medical school on the nation's southern border; the University
39	39	Medical Center, the primary teaching institution for TTUHSC
40	40	El Paso, features the region's only Level I Trauma Center; and
41	41	WHEREAS, The city of El Paso has a long and notable
42	42	association with the 175-year-old Fort Bliss, which serves as the
43	43	base of the 1st Armored Division, "America's Tank Division"; the
44	44	Borderplex region also includes the White Sands Missile Range, the
45	45	largest fully instrumented, open-air test range operated by the
46	46	U.S. Department of Defense, and Holloman Air Force Base, one of Air
47	47	Education and Training Command's busiest installations; in
48	48	acknowledgment of El Paso County's strong military presence,
49	49	continued partnership with Fort Bliss, and steadfast commitment to
50	50	veterans, it recently adopted the moniker of "Veterans Capital of
51	51	the U.S.A."; and
52	52	WHEREAS, El Paso is preparing for an exciting new era, as it
53	53	was the only Texas community to be awarded a Build Back Better grant
54	54	from the U.S. Economic Development Administration; the grant, which
55	55	will help El Paso pursue the development of advanced manufacturing
56	56	in the areas of aerospace and defense, was secured through the
57	57	efforts of UTEP's Aerospace Center, the El Paso Chamber, and the
58	58	City and County of El Paso; and
59	59	WHEREAS, An area with a rich and fascinating heritage,
60	60	El Paso has contributed immeasurably to the story of the Lone Star
61	61	State, and its citizens should take great pride in the
62	62	extraordinary city they call home; now, therefore, be it
63	63	RESOLVED, That the House of Representatives of the 89th Texas
64	64	Legislature hereby recognize February 19, 2025, as El Paso Day at
65	65	the State Capitol and extend a warm welcome to the visiting
66	66	delegation.
