67 R E S O L U T I O N
78 WHEREAS, The life of an esteemed attorney and civic leader
89 drew to a close with the passing of Peter Winstead of Austin on
910 August 7, 2024, at the age of 84; and
1011 WHEREAS, The son of Sam and Winifred Winstead, Pete Winstead
1112 was born in Washington, D.C., on August 6, 1940, and he grew up in
1213 Dallas with the companionship of two sisters, Connie and Betty; he
1314 graduated from Highland Park High School in 1958, and he earned a
1415 bachelor's degree from Stanford University before obtaining a juris
1516 doctor degree from The University of Texas School of Law in 1965;
1617 and
1718 WHEREAS, Mr. Winstead began his legal career in the
1819 U.S. Department of Justice Tax Division in Washington, D.C., and he
1920 gained formative experience by traveling to monitor key events in
2021 the Civil Rights Movement, which helped shape many of his beliefs
2122 and principles; in 1969, he returned to Dallas and accepted a
2223 position at the law firm of Akin, Vial, Hamilton, Koch & Tubb, and
2324 four years later, he cofounded the law firm of Winstead, McGuire &
2425 Sechrest; the practice, which later took the name Winstead PC, grew
2526 rapidly, and in 1987, he and his wife, Tomi, helped open an office
2627 in Austin, where they relocated; and
2728 WHEREAS, A skilled tax attorney, Mr. Winstead provided
2829 numerous start-up companies with guidance on financial backing,
2930 management procurement, and other legal issues, and one of his
3031 proudest professional accomplishments was guiding the initial
3132 public offering of the Dell Computer Corporation in 1988; under his
3233 able leadership, Winstead PC continued to thrive, and the firm
3334 celebrated its 50th anniversary in 2023; and
3435 WHEREAS, Mr. Winstead further distinguished himself as chair
3536 of the tax sections for the Dallas Bar Association and the State Bar
3637 of Texas, and in 1997, he accepted an appointment from Governor
3738 George W. Bush to serve as the inaugural chair of the Texas Turnpike
3839 Authority; he also chaired the boards of numerous local
3940 organizations and initiatives, including the $50 million capital
4041 campaign for the Dell Seton Medical Center at UT; among his many
4142 honors, he was named Austinite of the Year by the Austin Chamber of
4243 Commerce in 2004, and he received the Jurisprudence Award from the
4344 Anti-Defamation League in 2011; and
4445 WHEREAS, Mr. and Mrs. Winstead shared a fulfilling marriage
4546 that spanned four and a half decades; Mr. Winstead was the proud
4647 father of five children, Lynn Winstead, Sara Daun, John Winstead,
4748 Alan Ceshker, and the late Joey Ceshker; over the years, his
4849 treasured family grew to include 10 grandchildren, Talan, Joey,
4950 Avery, and Jaden Ceshker, Lainie and Luke Mabe, Reid and Brady Daun,
5051 Samuel Winstead, and the late Grayson Ceshker; and
5152 WHEREAS, Deeply devoted to his family, his profession, and
5253 his community, Pete Winstead made a meaningful difference in the
5354 lives of his loved ones and fellow citizens alike, and he will
5455 forever be a source of inspiration to those he leaves behind; now,
5556 therefore, be it
5657 RESOLVED, That the House of Representatives of the 89th Texas
5758 Legislature hereby pay tribute to the memory of Peter Winstead and
5859 extend heartfelt condolences to all who mourn his passing; and, be
5960 it further
6061 RESOLVED, That an official copy of this resolution be
6162 prepared for his family and that when the Texas House of
6263 Representatives adjourns this day, it do so in memory of Pete
6364 Winstead.
