7 | 8 | | WHEREAS, The life of an esteemed attorney and civic leader |

8 | 9 | | drew to a close with the passing of Peter Winstead of Austin on |

9 | 10 | | August 7, 2024, at the age of 84; and |

10 | 11 | | WHEREAS, The son of Sam and Winifred Winstead, Pete Winstead |
---|
11 | 12 | | was born in Washington, D.C., on August 6, 1940, and he grew up in |
---|
12 | 13 | | Dallas with the companionship of two sisters, Connie and Betty; he |
---|
13 | 14 | | graduated from Highland Park High School in 1958, and he earned a |
---|
14 | 15 | | bachelor's degree from Stanford University before obtaining a juris |
---|
15 | 16 | | doctor degree from The University of Texas School of Law in 1965; |
---|
16 | 17 | | and |
---|
17 | 18 | | WHEREAS, Mr. Winstead began his legal career in the |
---|
18 | 19 | | U.S. Department of Justice Tax Division in Washington, D.C., and he |
---|
19 | 20 | | gained formative experience by traveling to monitor key events in |
---|
20 | 21 | | the Civil Rights Movement, which helped shape many of his beliefs |
---|
21 | 22 | | and principles; in 1969, he returned to Dallas and accepted a |
---|
22 | 23 | | position at the law firm of Akin, Vial, Hamilton, Koch & Tubb, and |
---|
23 | 24 | | four years later, he cofounded the law firm of Winstead, McGuire & |
---|
24 | 25 | | Sechrest; the practice, which later took the name Winstead PC, grew |
---|
25 | 26 | | rapidly, and in 1987, he and his wife, Tomi, helped open an office |
---|
26 | 27 | | in Austin, where they relocated; and |
---|
27 | 28 | | WHEREAS, A skilled tax attorney, Mr. Winstead provided |
---|
28 | 29 | | numerous start-up companies with guidance on financial backing, |
---|
29 | 30 | | management procurement, and other legal issues, and one of his |
---|
30 | 31 | | proudest professional accomplishments was guiding the initial |
---|
31 | 32 | | public offering of the Dell Computer Corporation in 1988; under his |
---|
32 | 33 | | able leadership, Winstead PC continued to thrive, and the firm |
---|
33 | 34 | | celebrated its 50th anniversary in 2023; and |
---|
34 | 35 | | WHEREAS, Mr. Winstead further distinguished himself as chair |
---|
35 | 36 | | of the tax sections for the Dallas Bar Association and the State Bar |
---|
36 | 37 | | of Texas, and in 1997, he accepted an appointment from Governor |
---|
37 | 38 | | George W. Bush to serve as the inaugural chair of the Texas Turnpike |
---|
38 | 39 | | Authority; he also chaired the boards of numerous local |
---|
39 | 40 | | organizations and initiatives, including the $50 million capital |
---|
40 | 41 | | campaign for the Dell Seton Medical Center at UT; among his many |
---|
41 | 42 | | honors, he was named Austinite of the Year by the Austin Chamber of |
---|
42 | 43 | | Commerce in 2004, and he received the Jurisprudence Award from the |
---|
43 | 44 | | Anti-Defamation League in 2011; and |
---|
44 | 45 | | WHEREAS, Mr. and Mrs. Winstead shared a fulfilling marriage |
---|
45 | 46 | | that spanned four and a half decades; Mr. Winstead was the proud |
---|
46 | 47 | | father of five children, Lynn Winstead, Sara Daun, John Winstead, |
---|
47 | 48 | | Alan Ceshker, and the late Joey Ceshker; over the years, his |
---|
48 | 49 | | treasured family grew to include 10 grandchildren, Talan, Joey, |
---|
49 | 50 | | Avery, and Jaden Ceshker, Lainie and Luke Mabe, Reid and Brady Daun, |
---|
50 | 51 | | Samuel Winstead, and the late Grayson Ceshker; and |
---|
51 | 52 | | WHEREAS, Deeply devoted to his family, his profession, and |
---|
52 | 53 | | his community, Pete Winstead made a meaningful difference in the |
---|
53 | 54 | | lives of his loved ones and fellow citizens alike, and he will |
---|
54 | 55 | | forever be a source of inspiration to those he leaves behind; now, |
---|
55 | 56 | | therefore, be it |

56 | 57 | | RESOLVED, That the House of Representatives of the 89th Texas |

57 | 58 | | Legislature hereby pay tribute to the memory of Peter Winstead and |
---|
58 | 59 | | extend heartfelt condolences to all who mourn his passing; and, be |
