| 7 | 8 | | WHEREAS, Shelley Smith, the longtime chief executive officer |

| 8 | 9 | | of West Texas Centers in Big Spring, retired on July 12, 2024, after |

| 9 | 10 | | 40 years of dedicated service to the community mental health |

| 10 | 11 | | center; and |
|---|
| 11 | 12 | | WHEREAS, Ms. Smith accepted the role of CEO in May 1996; |

| 12 | 13 | | under her guidance, the center experienced significant growth, and |
|---|
| 13 | 14 | | it continues to be a major regional provider of services related to |
|---|
| 14 | 15 | | mental health and intellectual and developmental disabilities, |
|---|
| 15 | 16 | | including an early childhood intervention program; and |
|---|
| 16 | 17 | | WHEREAS, Today, West Texas Centers serves a 23-county area, |
|---|
| 17 | 18 | | employs nearly 325 people, and treats more than 2,000 patients and |
|---|
| 18 | 19 | | their families every month at 35 locations; throughout her tenure |
|---|
| 19 | 20 | | as CEO, Ms. Smith kept the well-being of the organization's clients |
|---|
| 20 | 21 | | at the forefront of her decision-making, and she set an inspiring |
|---|
| 21 | 22 | | example for staff through her exemplary work ethic and unwavering |
|---|
| 22 | 23 | | compassion; and |
|---|
| 23 | 24 | | WHEREAS, Over the past four decades, Shelley Smith made a |
|---|
| 24 | 25 | | meaningful difference in the lives of the individuals and families |
|---|
| 25 | 26 | | served by West Texas Centers, and she may indeed reflect with pride |
|---|
| 26 | 27 | | on her contributions as she embarks on a well-deserved retirement; |

| 28 | 29 | | RESOLVED, That the House of Representatives of the 89th Texas |

| 29 | 30 | | Legislature hereby honor Shelley Smith on the occasion of her |
