| 10 | 11 | | WHEREAS, This prestigious accolade recognizes city councils |

| 11 | 12 | | that have made significant contributions to local government in the |

| 12 | 13 | | Lone Star State; the Portland council is being honored for its |

| 13 | 14 | | commitment to ethics, citizen welfare, and financial management and |
|---|
| 14 | 15 | | for achievements in strategic planning, community engagement, and |
|---|
| 15 | 16 | | infrastructure development; and |
|---|
| 16 | 17 | | WHEREAS, Among its many accomplishments, the Portland City |

| 17 | 18 | | Council championed the Plan Portland 2040 Comprehensive Plan and |

| 18 | 19 | | the 5-year Capital Improvement Plan, and it also implemented a 30 |
