67 R E S O L U T I O N
78 WHEREAS, Family and friends suffered an immeasurable loss
89 with the tragic passing of Lyndsey Captain Vicknair of Manor on June
910 15, 2024, at the age of 33; and
1011 WHEREAS, Born on December 31, 1990, to Bobby and Lena
1112 Captain, the former Lyndsey Captain grew up with the companionship
1213 of a sister, Laura-Marie; after graduating from Mansfield High
1314 School in 2008, she earned her bachelor's degree in criminal
1415 justice from Prairie View A&M University in 2010; she furthered her
1516 education by obtaining a juris doctor degree from South Texas
1617 College of Law in 2013 and a master of legal studies degree in oil,
1718 gas, and energy resources from the University of Oklahoma in 2020;
1819 and
1920 WHEREAS, At the time of her passing, Mrs. Vicknair was
2021 working as a construction attorney with the Chapman Firm in Austin,
2122 where she was recognized as a promising young professional; she was
2223 active in several industry organizations, including the Austin
2324 Young Lawyers Association, the Austin Bar Association, and various
2425 sections of the State Bar of Texas; and
2526 WHEREAS, A devoted wife and mother, Mrs. Vicknair enjoyed the
2627 love and support of her husband, Kevin Vicknair, and their three
2728 children, Kenzi, Kairo, and Kya; in her leisure time, she enjoyed
2829 traveling and attending concerts and sporting events; she and her
2930 husband set an inspiring example of charitable involvement for
3031 their children by organizing fundraisers and food drives and taking
3132 part in other community outreach activities, and after her son was
3233 diagnosed with sickle cell anemia in 2020, she dedicated herself to
3334 promoting awareness of the disease; and
3435 WHEREAS, During her years on this earth, Lyndsey Vicknair
3536 demonstrated a passion for life and a steadfast commitment to the
3637 causes in which she believed, and those who were fortunate enough to
3738 know her will never forget the love and friendship that she shared
3839 with them; now, therefore, be it
3940 RESOLVED, That the House of Representatives of the 89th Texas
4041 Legislature hereby pay tribute to the memory of Lyndsey Captain
4142 Vicknair and extend heartfelt condolences to her family: to her
4243 husband, Kevin Vicknair; to her children, Kenzi, Kairo, and Kya; to
4344 her sister, Laura-Marie Captain; to her cousins; and to her many
4445 other relatives and friends; and, be it further
4546 RESOLVED, That an official copy of this resolution be
4647 prepared for her family and that when the Texas House of
4748 Representatives adjourns this day, it do so in memory of Lyndsey
4849 Captain Vicknair.
