77 R E S O L U T I O N
88 WHEREAS, Section 5(b), Article III, Texas Constitution,
99 reads:
1010 "(b) When convened in regular Session, the first thirty days
1111 thereof shall be devoted to the introduction of bills and
1212 resolutions, acting upon emergency appropriations, passing upon
1313 the confirmation of the recess appointees of the Governor and such
1414 emergency matters as may be submitted by the Governor in special
1515 messages to the Legislature. During the succeeding thirty days of
1616 the regular session of the Legislature the various committees of
1717 each House shall hold hearings to consider all bills and
1818 resolutions and other matters then pending; and such emergency
1919 matters as may be submitted by the Governor. During the remainder
2020 of the session the Legislature shall act upon such bills and
2121 resolutions as may be then pending and upon such emergency matters
2222 as may be submitted by the Governor in special messages to the
2323 Legislature."; and
2424 WHEREAS, It is specifically provided in Section 5(c), Article
2525 III, Texas Constitution, that either house may otherwise determine
2626 its order of business by an affirmative vote of four-fifths of its
2727 membership; now, therefore, be it
2828 RESOLVED by the House of Representatives of the State of
2929 Texas, 89th Legislature, by an affirmative vote of four-fifths of
3030 its membership, That the order of the house's business for the
3131 regular session is hereby determined to be otherwise than set forth
3232 in Section 5(b), Article III, Texas Constitution, and declared to
3333 be specifically as set forth in the permanent rules of the House of
3434 Representatives of the State of Texas, 89th Legislature.
