7	7	R E S O L U T I O N
8	8	WHEREAS, Section 5(b), Article III, Texas Constitution,
9	9	reads:
10	10	"(b) When convened in regular Session, the first thirty days
11	11	thereof shall be devoted to the introduction of bills and
12	12	resolutions, acting upon emergency appropriations, passing upon
13	13	the confirmation of the recess appointees of the Governor and such
14	14	emergency matters as may be submitted by the Governor in special
15	15	messages to the Legislature. During the succeeding thirty days of
16	16	the regular session of the Legislature the various committees of
17	17	each House shall hold hearings to consider all bills and
18	18	resolutions and other matters then pending; and such emergency
19	19	matters as may be submitted by the Governor. During the remainder
20	20	of the session the Legislature shall act upon such bills and
21	21	resolutions as may be then pending and upon such emergency matters
22	22	as may be submitted by the Governor in special messages to the
23	23	Legislature."; and
24	24	WHEREAS, It is specifically provided in Section 5(c), Article
25	25	III, Texas Constitution, that either house may otherwise determine
26	26	its order of business by an affirmative vote of four-fifths of its
27	27	membership; now, therefore, be it
28	28	RESOLVED by the House of Representatives of the State of
29	29	Texas, 89th Legislature, by an affirmative vote of four-fifths of
30	30	its membership, That the order of the house's business for the
31	31	regular session is hereby determined to be otherwise than set forth
32	32	in Section 5(b), Article III, Texas Constitution, and declared to
33	33	be specifically as set forth in the permanent rules of the House of
34	34	Representatives of the State of Texas, 89th Legislature.
