|---|
| 14 | 15 | | WHEREAS, Texas Independence Day celebrates the anniversary |

| 15 | 16 | | of the signing of the Texas Declaration of Independence at |
|---|
| 16 | 17 | | Washington-on-the-Brazos, now widely known as the "birthplace of |

| 17 | 18 | | Texas," at the Convention of 1836; Richard Ellis, president of the |

| 18 | 19 | | convention, appointed a committee on March 1 of that year to draft |

| 19 | 20 | | the declaration; historians generally agree that the chair of the |

| 20 | 21 | | committee, George C. Childress, authored the instrument largely |
|---|
| 21 | 22 | | unassisted; it was presented to the convention on March 2; and |

| 22 | 23 | | WHEREAS, Echoing the United States Declaration of |
|---|
| 23 | 24 | | Independence, the Texas proclamation addresses the proper function |
|---|
| 24 | 25 | | of government and enumerates the many ways in which Mexico failed to |
|---|
| 25 | 26 | | "protect the lives, liberty, and property of the people"; a |
|---|
| 26 | 27 | | recitation of grievances centers on the violation of promises made |
|---|
| 27 | 28 | | to Anglo-American colonists regarding such essentials as public |
|---|
| 28 | 29 | | education, trial by jury, and freedom of religion; the edict |

| 29 | 30 | | condemns the rise of military despotism under General Antonio Lopez |

| 30 | 31 | | de Santa Anna, "who having overturned the constitution of his |
