77 R E S O L U T I O N
88 WHEREAS, Family and friends will forever cherish their
99 memories of Jennifer Joy Mattingly of Round Rock, who passed away on
1010 August 31, 2024, at the age of 66; and
1111 WHEREAS, The daughter of Dr. Joan Kitson Mattingly and Joseph
1212 Francis Mattingly, Jennifer Mattingly was born in Louisville,
1313 Kentucky, on June 7, 1958, and she grew up with the companionship of
1414 two sisters, Janlyn and Jonna; after graduating early from
1515 Wilbraham & Monson Academy in Massachusetts, she attended The
1616 University of Texas at Austin and earned her bachelor's degree in
1717 1979 and her law degree in 1982; and
1818 WHEREAS, Ms. Mattingly started her own practice in northwest
1919 Austin in 1983, and she specialized in estate law, business
2020 formation, landlord/tenant law, real estate and leases, elder care,
2121 and general contracts; active in her community, she served as
2222 Williamson County Precinct 1 justice of the peace from 1988 to 1990,
2323 and she became involved in the City of Hutto Planning and Zoning
2424 Commission in 1991 and was chair from 2000 to 2004; and
2525 WHEREAS, Ms. Mattingly was a lifelong supporter of the
2626 Democratic Party and a staunch advocate for civil rights, equality,
2727 justice, and women's rights; she held leadership positions within
2828 numerous organizations, including the Williamson County Democratic
2929 Party, which she served as county chair and precinct 482 chair; in
3030 addition, she was among the honored guests at President Bill
3131 Clinton's 1993 inauguration as a Texas delegate, and she most
3232 recently was a delegate to the 2024 Texas Democratic Convention;
3333 and
3434 WHEREAS, In all of her endeavors, Ms. Mattingly benefited
3535 from the love and support of her husband, Craig Matthews, with whom
3636 she shared a fulfilling relationship that spanned more than two and
3737 a half decades, and her life was further enriched by her nephews,
3838 Max, Jeremy, Kitson, and Jack, and her great-niece, Julianna; in
3939 her leisure time, she enjoyed writing short stories, screenplays,
4040 novels, and songs, as well as painting, bird-watching, and spending
4141 time outdoors; and
4242 WHEREAS, While the death of Jennifer Mattingly brings great
4343 sadness to her family and friends, she leaves behind a legacy that
4444 will long be treasured by all those who held her dear; now,
4545 therefore, be it
4646 RESOLVED, That the House of Representatives of the 89th Texas
4747 Legislature hereby pay tribute to the life of Jennifer Joy
4848 Mattingly and extend sincere condolences to her loved ones; and, be
4949 it further
5050 RESOLVED, That an official copy of this resolution be
5151 prepared for her family and that when the Texas House of
5252 Representatives adjourns this day, it do so in memory of Jennifer
5353 Mattingly.
