| 10 | 11 | | founded in Dallas by Dr. Albert H. Halff; over the years, the firm |

| 11 | 12 | | has contributed to the fields of hydraulics, hydrology, and |

| 12 | 13 | | floodplain management, and it has expanded to provide 24 unique |

| 13 | 14 | | services with solutions in infrastructure, mobility, placemaking, |
|---|
| 14 | 15 | | and water; moreover, it has established 14 offices in Texas as well |
|---|
| 15 | 16 | | as 18 locations in Arizona, Arkansas, Florida, Louisiana, and |

| 16 | 17 | | Oklahoma; and |

| 17 | 18 | | WHEREAS, Ably led by President and CEO Jessica Baker Daily, |

| 18 | 19 | | Halff partners with state agencies, regional organizations, |

| 19 | 20 | | municipalities, and counties on a variety of infrastructure |

| 20 | 21 | | projects that help to improve the quality of life in local |
|---|

| 22 | 23 | | supporting the first-ever state flood plan for the Texas Water |

| 23 | 24 | | Development Board, assisting in the creation of the Mill Creek |

| 24 | 25 | | Tunnel in Dallas, which is the largest stormwater tunnel in the |
