67 R E S O L U T I O N
78 WHEREAS, John Ratcliffe of Heath was sworn in as director of
89 the Central Intelligence Agency on January 23, 2025; and
910 WHEREAS, The first former national intelligence director to
1011 lead the CIA, Director Ratcliffe brings to his new role a wealth of
1112 experience in national security; as director of national
1213 intelligence, he led a shift in the intelligence community's
1314 priorities to gain a strategic advantage over the People's Republic
1415 of China, and he increased China-focused spending in the
1516 intelligence community by 20 percent; as a member of the National
1617 Space Council, he made the historic decision to add the U.S. Space
1718 Force as the 18th member of the intelligence community, thereby
1819 elevating space as a key intelligence domain; in addition, he
1920 played an important role in numerous operations to remove
2021 designated terrorist leaders from the battlefield; and
2122 WHEREAS, Director Ratcliffe received the National Security
2223 Medal, the country's highest honor in this realm, for his
2324 achievements as both national intelligence director and as a member
2425 of Congress; before his confirmation to the cabinet post, he
2526 represented the Fourth Congressional District of Texas for more
2627 than five years; he was a leading policymaker as a member of the
2728 House Intelligence, Homeland Security, and Judiciary Committees;
2829 moreover, he chaired the Homeland Security Subcommittee on
2930 Cybersecurity, Infrastructure Protection, and Security
3031 Technologies and oversaw the passage of more than a dozen major
3132 cybersecurity bills; and
3233 WHEREAS, During the George W. Bush administration, Director
3334 Ratcliffe served as chief of anti-terrorism and national security
3435 for the Eastern District of Texas; he was later appointed U.S.
3536 attorney for the district; a former mayor of Heath, he has also
3637 worked in the private sector as a consultant on national and
3738 international security issues, and he has shared his expertise as a
3839 member of numerous boards; he holds a bachelor's degree in
3940 government and international studies from the University of Notre
4041 Dame and a juris doctor degree from Southern Methodist University
4142 School of Law; and
4243 WHEREAS, John Ratcliffe has demonstrated an unyielding
4344 commitment to national security throughout his noteworthy career in
4445 public service, and as he takes on this exciting new challenge, he
4546 may indeed reflect with pride on his accomplishments to date; now,
4647 therefore, be it
4748 RESOLVED, That the House of Representatives of the 89th Texas
4849 Legislature hereby congratulate John Ratcliffe on his appointment
4950 as director of the Central Intelligence Agency and extend to him
5051 sincere best wishes for a successful tenure; and, be it further
5152 RESOLVED, That an official copy of this resolution be
5253 prepared for Director Ratcliffe as an expression of high regard by
5354 the Texas House of Representatives.
