7 | 8 | | WHEREAS, John Ratcliffe of Heath was sworn in as director of |

9 | 10 | | WHEREAS, The first former national intelligence director to |

10 | 11 | | lead the CIA, Director Ratcliffe brings to his new role a wealth of |

11 | 12 | | experience in national security; as director of national |
---|
12 | 13 | | intelligence, he led a shift in the intelligence community's |
---|
13 | 14 | | priorities to gain a strategic advantage over the People's Republic |
---|
14 | 15 | | of China, and he increased China-focused spending in the |
---|
15 | 16 | | intelligence community by 20 percent; as a member of the National |
---|
16 | 17 | | Space Council, he made the historic decision to add the U.S. Space |
---|
17 | 18 | | Force as the 18th member of the intelligence community, thereby |
---|
18 | 19 | | elevating space as a key intelligence domain; in addition, he |
---|
19 | 20 | | played an important role in numerous operations to remove |
---|
20 | 21 | | designated terrorist leaders from the battlefield; and |

21 | 22 | | WHEREAS, Director Ratcliffe received the National Security |

22 | 23 | | Medal, the country's highest honor in this realm, for his |

23 | 24 | | achievements as both national intelligence director and as a member |
---|
24 | 25 | | of Congress; before his confirmation to the cabinet post, he |
---|
25 | 26 | | represented the Fourth Congressional District of Texas for more |
---|
26 | 27 | | than five years; he was a leading policymaker as a member of the |
---|
27 | 28 | | House Intelligence, Homeland Security, and Judiciary Committees; |
---|
28 | 29 | | moreover, he chaired the Homeland Security Subcommittee on |
---|
29 | 30 | | Cybersecurity, Infrastructure Protection, and Security |
---|
30 | 31 | | Technologies and oversaw the passage of more than a dozen major |
---|
31 | 32 | | cybersecurity bills; and |

32 | 33 | | WHEREAS, During the George W. Bush administration, Director |

33 | 34 | | Ratcliffe served as chief of anti-terrorism and national security |

34 | 35 | | for the Eastern District of Texas; he was later appointed U.S. |

35 | 36 | | attorney for the district; a former mayor of Heath, he has also |

36 | 37 | | worked in the private sector as a consultant on national and |
---|
37 | 38 | | international security issues, and he has shared his expertise as a |
---|
38 | 39 | | member of numerous boards; he holds a bachelor's degree in |
---|
39 | 40 | | government and international studies from the University of Notre |

40 | 41 | | Dame and a juris doctor degree from Southern Methodist University |

42 | 43 | | WHEREAS, John Ratcliffe has demonstrated an unyielding |

43 | 44 | | commitment to national security throughout his noteworthy career in |

45 | 46 | | may indeed reflect with pride on his accomplishments to date; now, |

47 | 48 | | RESOLVED, That the House of Representatives of the 89th Texas |

48 | 49 | | Legislature hereby congratulate John Ratcliffe on his appointment |
