67 R E S O L U T I O N
78 WHEREAS, The citizens of Seagoville lost an esteemed
89 community leader with the passing of Patrick Shaw Stallings on
910 February 6, 2025, at the age of 60; and
1011 WHEREAS, The son of James and Eloree Stallings, Pat Stallings
1112 was born in San Antonio on February 1, 1965, and he grew up with the
1213 companionship of a brother, Scott; he served as a DeSoto Police
1314 Explorer during high school, and he began a tenure as a night
1415 dispatcher for the Red Oak Police Department at the age of 17; while
1516 working full time in dispatch, he attended both the basic and
1617 reserve police academies, graduating at age 18 and becoming the
1718 state's youngest-serving officer; and
1819 WHEREAS, Mr. Stallings subsequently embarked on an exemplary
1920 23-year tenure with the Lancaster Police Department; he
2021 distinguished himself through his performance on a number of the
2122 agency's promotional exams, and he advanced through the ranks of
2223 patrol officer, corporal, sergeant, detective, lieutenant,
2324 commander, captain, and assistant chief to become interim chief;
2425 while serving with the force, he earned a bachelor's degree in
2526 criminal justice from Dallas Baptist University and a master's
2627 degree in criminology and criminal justice from The University of
2728 Texas at Arlington; and
2829 WHEREAS, Following his retirement from the Lancaster PD in
2930 2008, Mr. Stallings was appointed as chief of the Seagoville Police
3031 Department; he went on to be promoted to Seagoville city manager in
3132 2015, a role in which he was responsible for the community's
3233 operational functions and supervisory personnel management;
3334 additionally, he served as interim director of the Seagoville
3435 Economic Development Corporation, where he was instrumental in
3536 attracting numerous businesses to the city and ensuring an
3637 inclusive environment between city officials, existing businesses,
3738 and prospective developers; and
3839 WHEREAS, In all his endeavors, Mr. Stallings benefited from
3940 the love and support of his wife, Lora, with whom he shared a
4041 fulfilling union of more than three decades; he was a devoted father
4142 to their daughters, Sarah and Jennifer, and he cherished the time he
4243 spent attending their various activities; and
4344 WHEREAS, A champion of his community and a dedicated public
4445 servant, Pat Stallings lived a caring and purposeful life, and he
4546 leaves behind a legacy of 43 years of selfless public service that
4647 his loved ones can remember with pride; now, therefore, be it
4748 RESOLVED, That the House of Representatives of the 89th Texas
4849 Legislature hereby pay tribute to the memory of Patrick Shaw
4950 Stallings and extend sincere condolences to his relatives and many
5051 friends; and, be it further
5152 RESOLVED, That an official copy of this resolution be
5253 prepared for his family and that when the Texas House of
5354 Representatives adjourns this day, it do so in memory of Pat
5455 Stallings.
