7 | 8 | | WHEREAS, The citizens of Seagoville lost an esteemed |

8 | 9 | | community leader with the passing of Patrick Shaw Stallings on |

9 | 10 | | February 6, 2025, at the age of 60; and |
---|
10 | 11 | | WHEREAS, The son of James and Eloree Stallings, Pat Stallings |
---|
11 | 12 | | was born in San Antonio on February 1, 1965, and he grew up with the |
---|
12 | 13 | | companionship of a brother, Scott; he served as a DeSoto Police |
---|
13 | 14 | | Explorer during high school, and he began a tenure as a night |
---|
14 | 15 | | dispatcher for the Red Oak Police Department at the age of 17; while |
---|
15 | 16 | | working full time in dispatch, he attended both the basic and |
---|
16 | 17 | | reserve police academies, graduating at age 18 and becoming the |
---|
17 | 18 | | state's youngest-serving officer; and |
---|
18 | 19 | | WHEREAS, Mr. Stallings subsequently embarked on an exemplary |
---|
19 | 20 | | 23-year tenure with the Lancaster Police Department; he |
---|
20 | 21 | | distinguished himself through his performance on a number of the |
---|
21 | 22 | | agency's promotional exams, and he advanced through the ranks of |
---|
22 | 23 | | patrol officer, corporal, sergeant, detective, lieutenant, |
---|
23 | 24 | | commander, captain, and assistant chief to become interim chief; |
---|
24 | 25 | | while serving with the force, he earned a bachelor's degree in |
---|
25 | 26 | | criminal justice from Dallas Baptist University and a master's |
---|
26 | 27 | | degree in criminology and criminal justice from The University of |
---|
27 | 28 | | Texas at Arlington; and |
---|
28 | 29 | | WHEREAS, Following his retirement from the Lancaster PD in |
---|
29 | 30 | | 2008, Mr. Stallings was appointed as chief of the Seagoville Police |
---|
30 | 31 | | Department; he went on to be promoted to Seagoville city manager in |
---|
31 | 32 | | 2015, a role in which he was responsible for the community's |
---|
32 | 33 | | operational functions and supervisory personnel management; |
---|
33 | 34 | | additionally, he served as interim director of the Seagoville |
---|
34 | 35 | | Economic Development Corporation, where he was instrumental in |
---|
35 | 36 | | attracting numerous businesses to the city and ensuring an |
---|
36 | 37 | | inclusive environment between city officials, existing businesses, |
---|
37 | 38 | | and prospective developers; and |
---|
38 | 39 | | WHEREAS, In all his endeavors, Mr. Stallings benefited from |
---|
39 | 40 | | the love and support of his wife, Lora, with whom he shared a |
---|
40 | 41 | | fulfilling union of more than three decades; he was a devoted father |
---|
41 | 42 | | to their daughters, Sarah and Jennifer, and he cherished the time he |
---|
42 | 43 | | spent attending their various activities; and |
---|
43 | 44 | | WHEREAS, A champion of his community and a dedicated public |
---|
44 | 45 | | servant, Pat Stallings lived a caring and purposeful life, and he |
---|
45 | 46 | | leaves behind a legacy of 43 years of selfless public service that |
---|
46 | 47 | | his loved ones can remember with pride; now, therefore, be it |
---|
47 | 48 | | RESOLVED, That the House of Representatives of the 89th Texas |
---|
48 | 49 | | Legislature hereby pay tribute to the memory of Patrick Shaw |
---|
49 | 50 | | Stallings and extend sincere condolences to his relatives and many |
---|
50 | 51 | | friends; and, be it further |
---|
51 | 52 | | RESOLVED, That an official copy of this resolution be |
---|
52 | 53 | | prepared for his family and that when the Texas House of |
---|
53 | 54 | | Representatives adjourns this day, it do so in memory of Pat |
---|
54 | 55 | | Stallings. |
