| 9 | 10 | | recognize Officers James "Jim" Montero, José Selvera Jr., Raymond |

| 10 | 11 | | Gonzalez, Cecil Mosqueda, and U. P. Hernandez for their |

| 11 | 12 | | contributions to this historic unit of the Houston Police |

| 12 | 13 | | Department; and |

| 13 | 14 | | WHEREAS, The Chicano Squad traces its origins to 1979, when a |
|---|
| 14 | 15 | | group of patrol officers were promoted to the rank of detective and |
|---|
| 15 | 16 | | tasked with investigating hundreds of unsolved homicide cases and |
|---|
| 16 | 17 | | other crimes harming local Latin American communities; the team was |
|---|
| 17 | 18 | | the first bilingual, all-Latino homicide unit in the history of the |
|---|
| 18 | 19 | | Houston Police Department, and it was initially given just 90 days |
|---|
| 19 | 20 | | to reduce the number of cold cases; in that short time, the |
|---|
| 20 | 21 | | dedicated officers successfully cleared 80 percent of the cases |
|---|
| 21 | 22 | | they undertook; and |
|---|
| 22 | 23 | | WHEREAS, The unit went on to become a permanent division in |
|---|
| 23 | 24 | | the Houston Police Department, and it has inspired the formation of |
|---|
| 24 | 25 | | similar squads across the nation; today, the team is one of the most |

| 25 | 26 | | highly decorated law enforcement units in the area, and its members |
|---|
| 26 | 27 | | have been the recipients of many accolades, including Hispanic |

| 27 | 28 | | Officer of the Year awards from the National Latino Peace Officers |

| 28 | 29 | | Association in 1990 and 1998; and |

| 29 | 30 | | WHEREAS, Through their work with the Chicano Squad, Officers |

| 30 | 31 | | Jim Montero, José Selvera, Raymond Gonzalez, Cecil Mosqueda, and |

| 31 | 32 | | U. P. Hernandez made a meaningful difference in the lives of |
