H.R. No. 490 R E S O L U T I O N WHEREAS, The career of a legendary coach and administrator is drawing to a close in August 2025 with the retirement of Dr. Charles Breithaupt from his positions as executive director of the University Interscholastic League and associate vice president at The University of Texas at Austin, where UIL is based; and WHEREAS, During his 16 years at the helm, Dr. Breithaupt has furthered UIL's mission of guiding academic, athletic, and music competitions for more than 5,300 schools in Texas; highlights of his tenure have included the implementation of a six-conference alignment, a certification program for coaches, and a compliance program for officials, as well as the addition of new activities, including a student congress, film festival, and robotics, mariachi, military marching band, and water polo competitions; prior to becoming executive director, he served as the organization's associate director and state director of athletics; in the latter role, he initiated the inaugural UIL Medical Advisory Committee, which developed protocols to safeguard student-athletes; in total, his distinguished service with UIL and UT has spanned 33 years; and WHEREAS, A graduate of Buna High School, Dr. Breithaupt earned his bachelor's and master's degrees from Lamar University and his doctorate from The University of Texas at Austin; for 17 years, he served as a teacher, coach, athletic director, and principal in southeastern Texas; over the course of 14 seasons as head basketball coach at Hardin-Jefferson and West Brook High Schools, he guided his players to nine district titles, and his legendary 1991 squad at Hardin-Jefferson earned the 3A state championship and was selected as one of the top 100 teams in UIL history as part of the league's centennial celebration; he also served on the board of directors for the Texas Association of Basketball Coaches and was the organization's president from 1989 to 1990; and WHEREAS, Dr. Breithaupt has given his time and talents to numerous organizations, including the National Federation of State High School Associations, the National High School Hall of Fame Committee, and the National Football Foundation Greater Austin Chapter; among his myriad honors, he was selected as one of the top 100 basketball coaches in UIL history and as a Distinguished Alumnus of Lamar University, and he has been inducted into several Texas halls of fame for high school athletics; and WHEREAS, Through his many decades of dedicated service, Dr. Charles Breithaupt has helped enrich the educational experience for generations of Texas students, and he may indeed reflect with pride on his legacy of integrity and achievement; now, therefore, be it RESOLVED, That the House of Representatives of the 89th Texas Legislature hereby congratulate Dr. Charles Breithaupt on his retirement as executive director of the University Interscholastic League and extend to him sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Dr. Breithaupt as an expression of high regard by the Texas House of Representatives.
