67 R E S O L U T I O N
78 WHEREAS, The career of a legendary coach and administrator is
89 drawing to a close in August 2025 with the retirement of Dr. Charles
910 Breithaupt from his positions as executive director of the
1011 University Interscholastic League and associate vice president at
1112 The University of Texas at Austin, where UIL is based; and
1213 WHEREAS, During his 16 years at the helm, Dr. Breithaupt has
1314 furthered UIL's mission of guiding academic, athletic, and music
1415 competitions for more than 5,300 schools in Texas; highlights of
1516 his tenure have included the implementation of a six-conference
1617 alignment, a certification program for coaches, and a compliance
1718 program for officials, as well as the addition of new activities,
1819 including a student congress, film festival, and robotics,
1920 mariachi, military marching band, and water polo competitions;
2021 prior to becoming executive director, he served as the
2122 organization's associate director and state director of athletics;
2223 in the latter role, he initiated the inaugural UIL Medical Advisory
2324 Committee, which developed protocols to safeguard
2425 student-athletes; in total, his distinguished service with UIL and
2526 UT has spanned 33 years; and
2627 WHEREAS, A graduate of Buna High School, Dr. Breithaupt
2728 earned his bachelor's and master's degrees from Lamar University
2829 and his doctorate from The University of Texas at Austin; for 17
2930 years, he served as a teacher, coach, athletic director, and
3031 principal in southeastern Texas; over the course of 14 seasons as
3132 head basketball coach at Hardin-Jefferson and West Brook High
3233 Schools, he guided his players to nine district titles, and his
3334 legendary 1991 squad at Hardin-Jefferson earned the 3A state
3435 championship and was selected as one of the top 100 teams in UIL
3536 history as part of the league's centennial celebration; he also
3637 served on the board of directors for the Texas Association of
3738 Basketball Coaches and was the organization's president from 1989
3839 to 1990; and
3940 WHEREAS, Dr. Breithaupt has given his time and talents to
4041 numerous organizations, including the National Federation of State
4142 High School Associations, the National High School Hall of Fame
4243 Committee, and the National Football Foundation Greater Austin
4344 Chapter; among his myriad honors, he was selected as one of the top
4445 100 basketball coaches in UIL history and as a Distinguished
4546 Alumnus of Lamar University, and he has been inducted into several
4647 Texas halls of fame for high school athletics; and
4748 WHEREAS, Through his many decades of dedicated service,
4849 Dr. Charles Breithaupt has helped enrich the educational
4950 experience for generations of Texas students, and he may indeed
5051 reflect with pride on his legacy of integrity and achievement; now,
5152 therefore, be it
5253 RESOLVED, That the House of Representatives of the 89th Texas
5354 Legislature hereby congratulate Dr. Charles Breithaupt on his
5455 retirement as executive director of the University Interscholastic
5556 League and extend to him sincere best wishes for the future; and, be
5657 it further
5758 RESOLVED, That an official copy of this resolution be
5859 prepared for Dr. Breithaupt as an expression of high regard by the
5960 Texas House of Representatives.
