7	8		WHEREAS, The career of a legendary coach and administrator is
8	9		drawing to a close in August 2025 with the retirement of Dr. Charles
9	10		Breithaupt from his positions as executive director of the
10	11		University Interscholastic League and associate vice president at
11	12		The University of Texas at Austin, where UIL is based; and
12	13		WHEREAS, During his 16 years at the helm, Dr. Breithaupt has
13	14		furthered UIL's mission of guiding academic, athletic, and music
14	15		competitions for more than 5,300 schools in Texas; highlights of
15	16		his tenure have included the implementation of a six-conference
16	17		alignment, a certification program for coaches, and a compliance
17	18		program for officials, as well as the addition of new activities,
18	19		including a student congress, film festival, and robotics,
19	20		mariachi, military marching band, and water polo competitions;
20	21		prior to becoming executive director, he served as the
21	22		organization's associate director and state director of athletics;
22	23		in the latter role, he initiated the inaugural UIL Medical Advisory
23	24		Committee, which developed protocols to safeguard
24	25		student-athletes; in total, his distinguished service with UIL and
25	26		UT has spanned 33 years; and
26	27		WHEREAS, A graduate of Buna High School, Dr. Breithaupt
27	28		earned his bachelor's and master's degrees from Lamar University
28	29		and his doctorate from The University of Texas at Austin; for 17
29	30		years, he served as a teacher, coach, athletic director, and
30	31		principal in southeastern Texas; over the course of 14 seasons as
31	32		head basketball coach at Hardin-Jefferson and West Brook High
32	33		Schools, he guided his players to nine district titles, and his
33	34		legendary 1991 squad at Hardin-Jefferson earned the 3A state
34	35		championship and was selected as one of the top 100 teams in UIL
35	36		history as part of the league's centennial celebration; he also
36	37		served on the board of directors for the Texas Association of
37	38		Basketball Coaches and was the organization's president from 1989
38	39		to 1990; and
39	40		WHEREAS, Dr. Breithaupt has given his time and talents to
40	41		numerous organizations, including the National Federation of State
41	42		High School Associations, the National High School Hall of Fame
42	43		Committee, and the National Football Foundation Greater Austin
43	44		Chapter; among his myriad honors, he was selected as one of the top
44	45		100 basketball coaches in UIL history and as a Distinguished
45	46		Alumnus of Lamar University, and he has been inducted into several
46	47		Texas halls of fame for high school athletics; and
47	48		WHEREAS, Through his many decades of dedicated service,
48	49		Dr. Charles Breithaupt has helped enrich the educational
49	50		experience for generations of Texas students, and he may indeed
50	51		reflect with pride on his legacy of integrity and achievement; now,
51	52		therefore, be it
52	53		RESOLVED, That the House of Representatives of the 89th Texas
53	54		Legislature hereby congratulate Dr. Charles Breithaupt on his
54	55		retirement as executive director of the University Interscholastic
55	56		League and extend to him sincere best wishes for the future; and, be
56	57		it further
57	58		RESOLVED, That an official copy of this resolution be
58	59		prepared for Dr. Breithaupt as an expression of high regard by the
59	60		Texas House of Representatives.
