10 | 11 | | WHEREAS, A former mayor of the city and a longtime member of |

11 | 12 | | the Texas Legislature, Sylvester Turner was born in Houston on |
---|
12 | 13 | | September 27, 1954, and grew up with eight siblings in a two-bedroom |
---|
13 | 14 | | house in the Acres Homes neighborhood; while watching the |
---|
14 | 15 | | Kennedy-Nixon debates with his family as a small boy, he resolved to |
---|
15 | 16 | | become a lawyer and public servant, beginning his lifelong |
---|
16 | 17 | | commitment to helping others; his father, a commercial painter, |
---|
17 | 18 | | died when he was just 13, and his mother continued to support the |
---|
18 | 19 | | family as a housekeeper at the Rice Hotel; although neither of his |
---|
19 | 20 | | parents received a diploma, he became student body president and |

20 | 21 | | valedictorian at Klein High School, and he went on to graduate from |

22 | 23 | | WHEREAS, Congressman Turner began his career as a trial |

25 | 26 | | injury litigation; in addition, he taught at the Texas Southern |

43 | 44 | | terms as Houston mayor in 2015; he guided the city through a period |

44 | 45 | | of unprecedented challenges, among them Hurricane Harvey and six |

45 | 46 | | other federally declared disasters, as well as the COVID-19 |

46 | 47 | | pandemic; early in his tenure, he strengthened finances by crafting |

47 | 48 | | a solution for the mounting pension debt crisis; he also promoted |

48 | 49 | | sustainability, bolstering the city's status as the energy capital |

49 | 50 | | of the world; addressing violent crime and mental health, he |

50 | 51 | | launched the One Safe Houston initiative, and other important |

51 | 52 | | programs included Hire Houston Youth, One Clean Houston, and |

61 | 62 | | Science, Space, and Technology Committees; during his time in |

62 | 63 | | office, he maintained the incomparable work ethic and whirlwind |

63 | 64 | | pace that defined his entire career, devoting himself to the |

64 | 65 | | lawmaking process, staying in close touch with constituents, and |

65 | 66 | | participating in numerous neighborhood and community-wide events |
