7	8		WHEREAS, Many notable citizens of Lubbock are visiting the
8	9		Texas Capitol on February 19, 2025, to pay tribute to their city's
9	10		rich heritage and to celebrate Lubbock Day; and
10	11		WHEREAS, Located within the Llano Estacado, Lubbock was
11	12		established in an area that was known for its tough conditions; as a
12	13		result, it was settled long after many other parts of the North
13	14		American continent, and the citizens who reside there today reflect
14	15		the same welcoming and resilient pioneer spirit as the early
15	16		founders; and
16	17		WHEREAS, The City of Lubbock was incorporated on March 16,
17	18		1909; railroads, farming, and ranching stimulated the city's growth
18	19		as a trade center, and when legislation creating Texas
19	20		Technological College was passed in 1923, the site selection
20	21		committee, impressed by the enthusiasm and hospitality of its
21	22		citizens, chose Lubbock for its location; and
22	23		WHEREAS, Today, with a metropolitan area of more than 400,000
23	24		people, Lubbock is home to the Texas Tech University System and its
24	25		flagship institutions, Texas Tech University and the Texas Tech
25	26		Health Sciences Center, both world-renowned organizations; and
26	27		WHEREAS, The Texas Tech Health Sciences Center attracts
27	28		nearly 5,500 students from around the world and is currently ranked
28	29		as the number one health university in the nation by the
29	30		SR Education Group, ranking higher than programs at rival Ivy
30	31		League colleges; and
31	32		WHEREAS, Lubbock is consistently recognized by national
32	33		organizations for its business-friendly atmosphere, including
33	34		being named the number one city for women professionals; it is
34	35		ranked in the top 20 cities for young entrepreneurs starting a
35	36		business and was named seventh in the Forbes list of top
36	37		"Opportunity Cities," based on its low cost of living, its cultural
37	38		resources, and the strength of its business community; and
38	39		WHEREAS, Lubbock has a diverse economy that draws its
39	40		strength from agribusiness, manufacturing, and oil and gas, as well
40	41		as from educational and health care services, entertainment, and
41	42		the largest medical infrastructure in Texas west of I-35; the
42	43		city's meticulously planned infrastructure has resulted in a
43	44		low-traffic community with more neighborhood parks per capita than
44	45		any other city in Texas; and
45	46		WHEREAS, With the growth of the cotton industry on the
46	47		High Plains, Lubbock has become one of the world's primary centers
47	48		for the processing of cottonseed and hybrid-grain sorghum seed;
48	49		moreover, the region just north of Lubbock has the highest density
49	50		of cattle in the entire country; Lubbock is now the home of several
50	51		major award-winning wineries and vineyards that produce more than
51	52		80 percent of the state's wine grapes; and
52	53		WHEREAS, Lubbock offers a wealth of cultural and recreational
53	54		opportunities, including the Lubbock Symphony Orchestra, Ballet
54	55		Lubbock, the Silent Wings Museum, the Museum and Planetarium of
55	56		Texas Tech University, the new Buddy Holly Hall, a state-of-the-art
56	57		performing arts center, and many more; those wanting a glimpse of
57	58		frontier history can find it in the restored structures at the
58	59		National Ranching Heritage Center, a 15-acre site tracing the
59	60		evolution of ranch operations, architecture, and the history and
60	61		traditions of the cattle industry; the region's history is also
61	62		celebrated at the ever-expanding FiberMax Center for Discovery and
62	63		the picturesque American Windmill Museum; and
63	64		WHEREAS, The talented musicians who have come from the
64	65		Lubbock area include Buddy Holly and the Crickets, Roy Orbison, the
65	66		Maines family, Virgil Johnson and the Velvets, Waylon Jennings, Mac
66	67		Davis, Tanya Tucker, Joe Ely, Jimmie Dale Gilmore, Butch Hancock,
67	68		The Flatlanders, Jon Baumann, The Chicks, Flatland Cavalry, and
68	69		Josh Abbott, as well as Texas Tech alumni John Denver, Pat Green,
69	70		and William Clark Green; their rich and diverse contributions have
70	71		earned Lubbock recognition as the Music Crossroads of Texas; and
71	72		WHEREAS, Lubbock's thriving commerce is represented by the
72	73		largest business federation on the Texas South Plains, the Lubbock
73	74		Chamber of Commerce, which expands and guards the prosperity of the
74	75		Lubbock area; and
75	76		WHEREAS, Early major achievements propelled by the chamber of
76	77		commerce during more than a century of service include recruiting
77	78		farmers from out of state to produce crops on the fertile soils of
78	79		the Llano Estacado, working to bring the railroad to Lubbock,
79	80		establishing the South Plains Fair, and drafting and delivering to
80	81		the Texas Capitol the application that would result in establishing
81	82		Texas Technological College, which today is the heart of the
82	83		Texas Tech University System; and
83	84		WHEREAS, The Lubbock Chamber of Commerce was instrumental in
84	85		establishing Lubbock Preston Smith International Airport, Reese
85	86		Air Force Base, and outstanding transportation infrastructure, and
86	87		it was the first chamber of commerce in Texas to introduce an
87	88		Association Health Plan for 34 West Texas counties, which became a
88	89		model nationwide; and
89	90		WHEREAS, Among the delegation visiting the Capitol today are
90	91		members of the Lubbock Chamber of Commerce's 47th Leadership
91	92		Lubbock Class, who represent the business and community leaders of
92	93		Lubbock; and
93	94		WHEREAS, The citizens of Lubbock have truly kept faith with
94	95		the founders of their West Texas community; renowned for their
95	96		faith, hospitality, and warmth as well as their hardiness and
96	97		determination, they have helped to build a vital urban center that
97	98		serves not only a large part of West Texas but also the surrounding
98	99		region; now, therefore, be it
99	100		RESOLVED, That the House of Representatives of the 89th Texas
100	101		Legislature hereby recognize February 19, 2025, as Lubbock Day at
101	102		the State Capitol and extend to the members of the visiting
102	103		delegation and all their fellow citizens sincere appreciation for
103	104		the bright dusty aura they add to the Lone Star State.
