7 | 8 | | WHEREAS, A life made rich through meaningful service drew to |

8 | 9 | | a close with the passing of Jacob Creth Fuller of McAllen on |

9 | 10 | | March 20, 2024, at the age of 83; and |

10 | 11 | | WHEREAS, The son of Jacob L. Fuller and Janet M. Fuller, Jake |
---|
11 | 12 | | Fuller was born in Brooklyn, New York, on December 27, 1940, and he |
---|
12 | 13 | | grew up with the companionship of a brother, James; he lived in a |
---|
13 | 14 | | number of places throughout the United States during his youth, and |
---|
14 | 15 | | he graduated from Abraham Lincoln High School in San Francisco, |
---|
15 | 16 | | California, in 1959; he went on to receive a bachelor's degree in |
---|
16 | 17 | | journalism from East Texas A&M University in Commerce in 1964; and |
---|
17 | 18 | | WHEREAS, Mr. Fuller enjoyed a long and rewarding career in |
---|
18 | 19 | | public relations, and he worked at several firms in the Dallas area |
---|
19 | 20 | | before opening his own consulting business, Starcom Consultants, |
---|
20 | 21 | | Inc., in 1980; under his able leadership, the company served a |
---|
21 | 22 | | variety of clients, including many in the health care field; he also |
---|
22 | 23 | | became active in local politics, and he contributed to Latino |
---|
23 | 24 | | political campaigns as well as the League of United Latin American |
---|
24 | 25 | | Citizens; and |
---|
25 | 26 | | WHEREAS, Mr. Fuller later made his home in McAllen, where he |
---|
26 | 27 | | distinguished himself as a dedicated health care lobbyist for |
---|
27 | 28 | | border communities, and one of his most notable career highlights |
---|
28 | 29 | | was his successful marketing campaign in support of tort reform in |
---|
29 | 30 | | Hidalgo County; he also played an instrumental role in establishing |
---|
30 | 31 | | the Border Health Political Action Committee, and he led the Border |
---|
31 | 32 | | Health Caucus for many years; in addition, he worked with state |
---|
32 | 33 | | leaders to secure a 10-year moratorium on the expansion of health |
---|
33 | 34 | | maintenance organizations in Cameron, Hidalgo, Webb, and Maverick |
---|
34 | 35 | | Counties; and |
---|
35 | 36 | | WHEREAS, In all his endeavors, Mr. Fuller benefited from the |
---|
36 | 37 | | love and support of his longtime companion, Luisa, and he took great |
---|
37 | 38 | | pride in his three children, Jay, Julie, and Brent, and his stepson, |
---|
38 | 39 | | Enrique; over the years, he had the pleasure of welcoming into his |
---|
39 | 40 | | family two grandchildren, Bladen and Jaden; a man of deep faith, he |
---|
40 | 41 | | was a member of McAllen First United Methodist Church; and |
---|
41 | 42 | | WHEREAS, An engaged citizen and a devoted family man, Jake |
---|
42 | 43 | | Fuller will be greatly missed, but the integrity, optimism, and |
---|
43 | 44 | | generosity with which he lived his life will forever inspire all who |
---|
44 | 45 | | had the good fortune to know him; now, therefore, be it |
---|
45 | 46 | | RESOLVED, That the House of Representatives of the 89th Texas |

46 | 47 | | Legislature hereby pay tribute to the memory of Jacob Creth Fuller |

47 | 48 | | and extend heartfelt sympathy to his relatives and many friends; |
