7 | 8 | | WHEREAS, Nancy Rainosek retired from the Texas Department of |

8 | 9 | | Information Resources on December 31, 2024, drawing to a close an |

9 | 10 | | exemplary career in public service that spanned more than four |

10 | 11 | | decades; and |

11 | 12 | | WHEREAS, In 2013, Ms. Rainosek joined DIR as a program |
---|
12 | 13 | | manager, and she became the state's chief information security |
---|
13 | 14 | | officer in 2017; over the course of her tenure, she played an |
---|
14 | 15 | | instrumental role in protecting state agencies from cybersecurity |
---|
15 | 16 | | threats and established an incident response plan; demonstrating |
---|
16 | 17 | | critical leadership during the first cybersecurity incident to be |
---|
17 | 18 | | declared a state disaster, she directed the response to the 2019 |
---|
18 | 19 | | ransomware attack that shut down the operation of 23 local |
---|
19 | 20 | | government entities; in addition, she oversaw the implementation of |
---|
20 | 21 | | three Regional Security Operations Centers, the Texas Information |
---|
21 | 22 | | Sharing and Analysis Organization, and the Statewide Portal for |
---|
22 | 23 | | Enterprise Cybersecurity Threat, Risk, and Incident Management; |

23 | 24 | | most recently, she served as DIR's executive cybersecurity |
---|
24 | 25 | | strategist; and |

25 | 26 | | WHEREAS, Ms. Rainosek has further distinguished herself as a |

26 | 27 | | member of the executive committee for the Multi-State Information |

27 | 28 | | Sharing and Analysis Center; among her many achievements, she |

28 | 29 | | received the prestigious Thomas M. Jarrett State Cybersecurity |

29 | 30 | | Leadership Award, and she was featured in the "Top 25 Doers, |

30 | 31 | | Dreamers, and Drivers" list by Government Technology; and |

31 | 32 | | WHEREAS, Prior to joining DIR, Ms. Rainosek was the deputy |

32 | 33 | | chief information security officer and the enterprise security |
---|
33 | 34 | | operations manager for the Texas Health and Human Services |
---|
34 | 35 | | Commission; she also served as an IT audit manager and information |
---|
35 | 36 | | resource manager for the Texas State Auditor's Office; and |

36 | 37 | | WHEREAS, Through her vision, skill, and commitment to the |

37 | 38 | | good stewardship of the state's security technology |

38 | 39 | | infrastructure, Nancy Rainosek has greatly advanced the important |

39 | 40 | | mission of DIR, and her accomplishments have earned the lasting |
---|
40 | 41 | | admiration and appreciation of her fellow citizens; now, therefore, |

42 | 43 | | RESOLVED, That the House of Representatives of the 89th Texas |

43 | 44 | | Legislature hereby congratulate Nancy Rainosek on her retirement |
