67 R E S O L U T I O N
78 WHEREAS, Texas Women in STEM Day is taking place on March 14,
89 2026, and this occasion offers a welcome opportunity to honor those
910 Texas women who have dedicated their lives to the advancement of
1011 science, technology, engineering, and mathematics; and
1112 WHEREAS, Among the Texas women who have made their mark in
1213 STEM is Frances "Poppy" Northcutt, the first female engineer to
1314 have worked in NASA's Mission Control; in 1967, she joined NASA's
1415 Johnson Space Center in Houston as a member of the Apollo 8 mission
1516 control team, and she worked as a flight controller for the
1617 Apollo 8, Apollo 10, Apollo 11, and Apollo 13 missions, serving on a
1718 team that provided mission oversight and real-time support for
1819 astronauts; during her inspiring career with NASA, she was
1920 instrumental in ensuring the success of the mission that placed
2021 humans in lunar orbit for the first time; and
2122 WHEREAS, Elise Harmon was an American physicist, chemist, and
2223 professor who played a vital role in developing the technology
2324 behind the modern-day computer; an alumna of the University of
2425 North Texas and The University of Texas at Austin, she went on to
2526 become involved in aircraft and electrical projects at the United
2627 States Naval Research Laboratory, where her research on carbon
2728 brushes strengthened the U.S. military effort against Germany
2829 during World War II; later, she served as a chief research engineer
2930 at Aerovax and introduced a new method for creating printed
3031 circuits that became a key advancement in the manufacture of
3132 electronics; and
3233 WHEREAS, Leah Moncure, a Bastrop native, was the first woman
3334 engineer in the State of Texas; in 1938, after attending The
3435 University of Texas and working at an engineering firm, she made
3536 history by earning her professional engineering license, and she
3637 remained the only registered female engineer on the state's roster
3738 for approximately 15 years; she went on to become the first female
3839 engineer to work for the Texas Department of Transportation, as
3940 well as the first to be granted life membership in the National
4041 Society of Professional Engineers; and
4142 WHEREAS, Born in Houston to Mexican American parents, Ruth
4243 Gonzalez obtained a degree from UT Austin and she subsequently
4344 earned the distinction of being the first Hispanic American woman
4445 to receive a doctorate in applied mathematics from Rice University;
4546 as an expert in seismic imaging methods and geophysical math, she
4647 was a longtime employee at ExxonMobil in its production research
4748 company; during her tenure there, she was instrumental in
4849 persuading the corporation to fund community- and minority-focused
4950 outreach programs; and
5051 WHEREAS, These four women contributed to their respective
5152 fields in ways that changed the world, and through their
5253 achievements as some of our state's pioneers in STEM, they have
5354 broken down barriers and opened doors of opportunity for those who
5455 aspire to follow in their footsteps; now, therefore, be it
5556 RESOLVED, That the House of Representatives of the 89th Texas
5657 Legislature hereby recognize March 14, 2026, as Texas Women in STEM
5758 Day and pay tribute to all the women in STEM, past and present, who
5859 have brought pride to our state through their commitment to
5960 professional excellence, technological progress, and innovation.
