7 | 8 | | WHEREAS, Residents of Plano lost an admired civic leader with |

8 | 9 | | the passing of former mayor James N. Muns on March 6, 2025, at the |

9 | 10 | | age of 93; and |
---|
10 | 11 | | WHEREAS, The son of Elvie and Claude Muns, James Muns was born |
---|
11 | 12 | | in Sweetwater on January 6, 1932; he graduated from Sweetwater High |
---|
12 | 13 | | School and earned a bachelor's degree in business administration |
---|
13 | 14 | | from Abilene Christian University; while attending ACU, he was a |
---|
14 | 15 | | member of the undefeated 1950 Wildcat Football team, and he |
---|
15 | 16 | | considered their victory in the Refrigerator Bowl one of the |
---|
16 | 17 | | defining moments of his life; and |
---|
17 | 18 | | WHEREAS, In 1953, Mr. Muns began a 35-year tenure with Wyatt |
---|
18 | 19 | | Food Stores as a manager of its Fort Worth locations; rising through |
---|
19 | 20 | | the ranks of personnel director and vice president of operations, |
---|
20 | 21 | | he played a vital role in the company's growth; in 1978, he was |
---|
21 | 22 | | named president, a role in which he oversaw the chain's expansion to |
---|
22 | 23 | | 122 locations across 9 states; following its sale in 1988, he went |
---|
23 | 24 | | on to open the venture capital and investment firm Muns Enterprises |
---|
24 | 25 | | L.P., which financed a number of real estate developments and |
---|
25 | 26 | | related projects; and |
---|
26 | 27 | | WHEREAS, Devoted to his community, Mr. Muns served on the |
---|
27 | 28 | | Plano City Council from 1981 to 1987, and he was elected mayor of |
---|
28 | 29 | | Plano in 1992; while in office, he worked to enhance the quality of |
---|
29 | 30 | | life for his fellow citizens, and he played a key role in Plano's |
---|
30 | 31 | | recognition as an All-America City; he also served as director of |
---|
31 | 32 | | the North Texas Commission, as chair of the board of trustees for |
---|
32 | 33 | | Presbyterian Hospital of Plano, and as a board member for the |
---|
33 | 34 | | Presbyterian Hospital Foundation; in 1995, he was named Plano's |
---|
34 | 35 | | Citizen of the Year; and |
---|
35 | 36 | | WHEREAS, A man of strong faith, Mr. Muns was a church elder at |
---|
36 | 37 | | Walnut Hill Church of Christ in Dallas and Pitman Creek Church of |
---|
37 | 38 | | Christ in Plano; in his leisure hours, he enjoyed playing golf, snow |
---|
38 | 39 | | skiing, and traveling, and he was an exceptionally skilled |
---|
39 | 40 | | woodworker; and |
---|
40 | 41 | | WHEREAS, In all his endeavors, Mr. Muns benefited from the |
---|
41 | 42 | | love and support of his wife, Betty Bell, with whom he shared a |
---|
42 | 43 | | rewarding union that spanned more than seven decades until her |
---|
43 | 44 | | death in 2024; he was the proud father of four children, Kathy, |
---|
44 | 45 | | Marla, Greg, and John, and with the passing years, he had the |
---|
45 | 46 | | pleasure of seeing his treasured family grow to include 12 |
---|
46 | 47 | | grandchildren and 29 great-grandchildren; and |
---|
47 | 48 | | WHEREAS, An engaged citizen, a devoted family man, and an |
---|
48 | 49 | | admired business and community leader, James Muns leaves behind a |
---|
49 | 50 | | legacy of good works that will long resonate in the Plano community; |
---|
50 | 51 | | now, therefore, be it |

51 | 52 | | RESOLVED, That the House of Representatives of the 89th Texas |

52 | 53 | | Legislature hereby pay tribute to the life of James N. Muns and |
---|
53 | 54 | | extend sincere condolences to all who mourn his passing; and, be it |
