8 | 9 | | (Ret.) TeCora Ballom greatly benefited her fellow citizens over the |

9 | 10 | | course of a distinguished 38-year career as a board-certified |

10 | 11 | | family and correctional medicine physician; and |

11 | 12 | | WHEREAS, Born in Tyler and raised in Dallas, Dr. Ballom |

12 | 13 | | earned her bachelor's degree in chemistry from Bishop College and |
---|
13 | 14 | | went on to graduate from the Texas College of Osteopathic |
---|
14 | 15 | | Medicine-University of North Texas Health Science Center in 1984; |
---|
15 | 16 | | she later completed a master of public health degree in nutrition at |
---|
16 | 17 | | the University of Massachusetts Amherst and a second master's |
---|
17 | 18 | | degree in health informatics-healthcare analytics at the |
---|
18 | 19 | | University of South Florida Morsani College of Medicine; and |
---|
19 | 20 | | WHEREAS, Dr. Ballom was commissioned as an officer in the |
---|
20 | 21 | | U.S. Public Health Service in 1985 at the Federal Correctional |
---|
21 | 22 | | Institution in Fort Worth; transitioning to private practice in |
---|
22 | 23 | | 1990, she remained in the reserve while employed as medical |
---|
23 | 24 | | director for Neighborhood Medical Clinic; she returned to active |
---|
24 | 25 | | duty in 2001 at the Federal Medical Center Carswell, and after |
---|
25 | 26 | | serving as clinical director, she was named medical director for |
---|
26 | 27 | | the Federal Bureau of Prisons South Central Region in 2006; since |
---|
27 | 28 | | her retirement in 2023, she has continued to teach as an adjunct |
---|
28 | 29 | | assistant professor for the George Washington University School of |
---|
29 | 30 | | Medicine; and |
---|
30 | 31 | | WHEREAS, Over the years, Dr. Ballom has shared her expertise |
---|
31 | 32 | | with many organizations, including the Tarrant County Medical |
---|
32 | 33 | | Society's Public Health Advisory Committee and the Texas |
---|
33 | 34 | | Osteopathic Medical Association's Council on Minority Health |
---|
34 | 35 | | Affairs; among numerous accolades, she has received the 2014 USPHS |
---|
35 | 36 | | Applied Public Health Physician of the Year award, two USPHS |
---|
36 | 37 | | Outstanding Service Medals, the Federal Bureau of Prisons |
---|
37 | 38 | | Distinguished Service Medal, and the FBOP Director Special |

38 | 39 | | Recognition Award; and |
---|
39 | 40 | | WHEREAS, Dr. Ballom advanced the important mission of the |

40 | 41 | | U.S. Public Health Service through her leadership, skill, and |

41 | 42 | | commitment to excellence, and she may indeed reflect with pride on a |

42 | 43 | | career well spent; now, therefore, be it |

43 | 44 | | RESOLVED, That the House of Representatives of the 89th Texas |

44 | 45 | | Legislature hereby commend Rear Admiral United States Public Health |

45 | 46 | | Service (Ret.) TeCora Ballom for her contributions and extend to |

46 | 47 | | her sincere best wishes for the future; and, be it further |
