67 R E S O L U T I O N
78 WHEREAS, Rear Admiral United States Public Health Service
89 (Ret.) TeCora Ballom greatly benefited her fellow citizens over the
910 course of a distinguished 38-year career as a board-certified
1011 family and correctional medicine physician; and
1112 WHEREAS, Born in Tyler and raised in Dallas, Dr. Ballom
1213 earned her bachelor's degree in chemistry from Bishop College and
1314 went on to graduate from the Texas College of Osteopathic
1415 Medicine-University of North Texas Health Science Center in 1984;
1516 she later completed a master of public health degree in nutrition at
1617 the University of Massachusetts Amherst and a second master's
1718 degree in health informatics-healthcare analytics at the
1819 University of South Florida Morsani College of Medicine; and
1920 WHEREAS, Dr. Ballom was commissioned as an officer in the
2021 U.S. Public Health Service in 1985 at the Federal Correctional
2122 Institution in Fort Worth; transitioning to private practice in
2223 1990, she remained in the reserve while employed as medical
2324 director for Neighborhood Medical Clinic; she returned to active
2425 duty in 2001 at the Federal Medical Center Carswell, and after
2526 serving as clinical director, she was named medical director for
2627 the Federal Bureau of Prisons South Central Region in 2006; since
2728 her retirement in 2023, she has continued to teach as an adjunct
2829 assistant professor for the George Washington University School of
2930 Medicine; and
3031 WHEREAS, Over the years, Dr. Ballom has shared her expertise
3132 with many organizations, including the Tarrant County Medical
3233 Society's Public Health Advisory Committee and the Texas
3334 Osteopathic Medical Association's Council on Minority Health
3435 Affairs; among numerous accolades, she has received the 2014 USPHS
3536 Applied Public Health Physician of the Year award, two USPHS
3637 Outstanding Service Medals, the Federal Bureau of Prisons
3738 Distinguished Service Medal, and the FBOP Director Special
3839 Recognition Award; and
3940 WHEREAS, Dr. Ballom advanced the important mission of the
4041 U.S. Public Health Service through her leadership, skill, and
4142 commitment to excellence, and she may indeed reflect with pride on a
4243 career well spent; now, therefore, be it
4344 RESOLVED, That the House of Representatives of the 89th Texas
4445 Legislature hereby commend Rear Admiral United States Public Health
4546 Service (Ret.) TeCora Ballom for her contributions and extend to
4647 her sincere best wishes for the future; and, be it further
4748 RESOLVED, That an official copy of this resolution be
4849 prepared for Dr. Ballom as an expression of high regard by the Texas
4950 House of Representatives.
