| 7 | 8 | | WHEREAS, The City of McKinney has distinguished itself by |

| 8 | 9 | | earning six Transparency Stars from the Texas Comptroller of Public |

|---|
| 10 | 11 | | WHEREAS, Established in 2016, the Transparency Stars program |
|---|
| 11 | 12 | | recognizes local government entities that provide taxpayers with |
|---|
| 12 | 13 | | easy access to financial data as well as the tools to better |
|---|
| 13 | 14 | | understand and analyze the information; McKinney was the first city |
|---|
| 14 | 15 | | to earn stars in the five areas that initially made up the program: |
|---|
| 15 | 16 | | traditional finances, contracts and procurement, economic |
|---|
| 16 | 17 | | development, public pensions, and debt obligations; and |
|---|
| 17 | 18 | | WHEREAS, In 2024, the Texas Comptroller's Office added a |
|---|
| 18 | 19 | | sixth star to the program, open government and compliance, and |
|---|
| 19 | 20 | | McKinney has earned that designation as well; in recognition of |
|---|
| 20 | 21 | | this outstanding achievement, the city has been honored with the |
|---|
| 21 | 22 | | Comptroller's six-star Transparency Trailblazers Award, which |
|---|
| 22 | 23 | | highlights the city's leadership in financial transparency and sets |
|---|
| 23 | 24 | | a benchmark for municipalities across Texas; and |
|---|
| 24 | 25 | | WHEREAS, The City of McKinney's website offers detailed |
|---|
| 25 | 26 | | information about revenues, expenditures, and taxes, including |
|---|
| 26 | 27 | | easy-to-read graphs detailing the city's finances and financial |
|---|
| 27 | 28 | | responsibilities over time; the city has also created a |
|---|
| 28 | 29 | | transparency page that provides area residents with a wide range of |
|---|
| 29 | 30 | | information about their government beyond fiscal data; and |
|---|
| 30 | 31 | | WHEREAS, The county seat of Collin County, McKinney is a |
|---|
| 31 | 32 | | rapidly growing city that boasts award-winning schools, a lively |
|---|
| 32 | 33 | | historic downtown, a thriving economy, and great natural beauty; |

| 33 | 34 | | the community benefits from the able leadership of mayor George |
|---|
| 34 | 35 | | Fuller and city manager Paul Grimes; and |
|---|
| 35 | 36 | | WHEREAS, The citizens of our state and nation benefit greatly |

| 36 | 37 | | from open government, and the City of McKinney may indeed take great |
|---|
| 37 | 38 | | pride in its exemplary efforts to provide its residents with the |
|---|
| 38 | 39 | | information they need to participate in the decisions that affect |
|---|
| 39 | 40 | | them and their families; now, therefore, be it |

| 40 | 41 | | RESOLVED, That the House of Representatives of the 89th Texas |

| 41 | 42 | | Legislature hereby congratulate the City of McKinney on its receipt |

| 43 | 44 | | Accounts and extend to the city's officials and employees sincere |
