| 12 | 13 | | institution that has conveyed more than 56,000 degrees since |

|---|
| 14 | 15 | | WHEREAS, Significant accomplishments during the university's |
|---|
| 15 | 16 | | first decade of operation include adding 42 new bachelor's, |
|---|
| 16 | 17 | | master's, doctoral, and professional degree programs and an |
|---|
| 17 | 18 | | increase in research expenditures of nearly 600 percent; ongoing |
|---|
| 18 | 19 | | student success is reflected in the university's record-breaking |
|---|
| 19 | 20 | | enrollment, retention, and graduation rates; and |

| 20 | 21 | | WHEREAS, This exemplary institution made historic strides in |

|---|
| 22 | 23 | | South Texas in 2016, and it has since expanded quality health care |

| 23 | 24 | | services in the region with 25 clinical care sites throughout the |

| 25 | 26 | | WHEREAS, The University of Texas Rio Grande Valley opened the |
|---|
| 26 | 27 | | state's first School of Podiatric Medicine in 2022 and will further |

| 27 | 28 | | expand student opportunities with the opening of the region's first |
|---|
| 28 | 29 | | comprehensive academic cancer and surgery center in 2025 and the |

| 29 | 30 | | state's second School of Optometry in 2027; and |
|---|
| 30 | 31 | | WHEREAS, In 2021, the university's Student Government |
|---|
| 31 | 32 | | Association executed a student referendum that would enhance campus |
|---|
| 32 | 33 | | life by adding a Division I Football Championship Subdivision team |
|---|
| 33 | 34 | | and other programs, and in the fall of 2025, the football team will |
|---|
| 34 | 35 | | kick off its inaugural season and establish the first Division I |
|---|

|---|
| 36 | 37 | | WHEREAS, The University of Texas Rio Grande Valley has earned |
