77 R E S O L U T I O N
88 WHEREAS, A full and generous life drew to a close with the
99 passing of Sharon Carol Shugert of El Paso on November 3, 2024, at
1010 the age of 81; and
1111 WHEREAS, The daughter of James M. H. and Mary Alice Shugert,
1212 "Shay" Shugert was born in Brownsville on November 10, 1942, and she
1313 grew up with the companionship of three younger siblings, Mamie,
1414 Ed, and Jimmy; as part of a military family, she lived in a number of
1515 places around the world during her childhood, including Japan and
1616 Germany, before settling in El Paso; in 1961, she graduated from
1717 Burges High School, and she went on to earn her bachelor's and
1818 master's degrees in education from The University of Texas at El
1919 Paso; and
2020 WHEREAS, A lifelong passionate educator, Ms. Shugert spent
2121 three decades in the classroom and distinguished herself by going
2222 the extra mile to benefit her students; during her 20-year tenure at
2323 Hawkins Elementary School, she inspired her students by organizing
2424 multiple field trips each year to visit outdoor areas, amusement
2525 parks, and other destinations, often covering the cost out of her
2626 own pocket; she became a positive influence in the lives of her
2727 students and maintained relationships with many of them as they
2828 grew into adulthood; in recognition of her efforts, she was named
2929 the school's 1989-1990 teacher of the year; later in her career, she
3030 moved into a curriculum and training management role with the El
3131 Paso Independent School District, and after retiring, she worked
3232 part-time as a reading interventionist for children who were
3333 neurodivergent or who otherwise needed assistance; and
3434 WHEREAS, Active in her community, she volunteered countless
3535 hours with the American Cancer Society, and she served as a scout
3636 leader with the Girl Scouts of the Desert Southwest; a woman of
3737 devout faith, she was a valued member of Immanuel Baptist Church; in
3838 her leisure time, she enjoyed reading, traveling, and going to the
3939 movie theater; and
4040 WHEREAS, Devoted to her loved ones above all else,
4141 Ms. Shugert was the proud mother of four daughters, twins Terry and
4242 Tammy, Sandy, and Jen; over the years, her cherished family grew to
4343 include five grandchildren, Dylan, Adam, James, Alice, and Rooney;
4444 and
4545 WHEREAS, Those fortunate enough to have known Shay Shugert
4646 will remember the way she touched their lives with her warmth and
4747 delightful sense of humor, and she will forever hold a treasured
4848 place in their hearts; now, therefore, be it
4949 RESOLVED, That the House of Representatives of the 89th Texas
5050 Legislature hereby pay tribute to the memory of Sharon Carol
5151 Shugert and extend heartfelt sympathy to the members of her family:
5252 to her daughters, Sandy Titus-Hill and her husband, James, and Jen
5353 Shugert and her partner, Jaime Nolasco; to her grandchildren,
5454 Dylan, Adam, James, Alice, and Rooney; to her sister, Mamie Cross
5555 Young, and her husband, Thornton; to her brother, Ed Shugert, and
5656 his wife, Mary; to her niece, Chelsea Shugert; and to her other
5757 relatives and friends; and, be it further
5858 RESOLVED, That an official copy of this resolution be
5959 prepared for her family and that when the Texas House of
6060 Representatives adjourns this day, it do so in memory of Shay
6161 Shugert.
