7	7	R E S O L U T I O N
8	8	WHEREAS, A full and generous life drew to a close with the
9	9	passing of Sharon Carol Shugert of El Paso on November 3, 2024, at
10	10	the age of 81; and
11	11	WHEREAS, The daughter of James M. H. and Mary Alice Shugert,
12	12	"Shay" Shugert was born in Brownsville on November 10, 1942, and she
13	13	grew up with the companionship of three younger siblings, Mamie,
14	14	Ed, and Jimmy; as part of a military family, she lived in a number of
15	15	places around the world during her childhood, including Japan and
16	16	Germany, before settling in El Paso; in 1961, she graduated from
17	17	Burges High School, and she went on to earn her bachelor's and
18	18	master's degrees in education from The University of Texas at El
19	19	Paso; and
20	20	WHEREAS, A lifelong passionate educator, Ms. Shugert spent
21	21	three decades in the classroom and distinguished herself by going
22	22	the extra mile to benefit her students; during her 20-year tenure at
23	23	Hawkins Elementary School, she inspired her students by organizing
24	24	multiple field trips each year to visit outdoor areas, amusement
25	25	parks, and other destinations, often covering the cost out of her
26	26	own pocket; she became a positive influence in the lives of her
27	27	students and maintained relationships with many of them as they
28	28	grew into adulthood; in recognition of her efforts, she was named
29	29	the school's 1989-1990 teacher of the year; later in her career, she
30	30	moved into a curriculum and training management role with the El
31	31	Paso Independent School District, and after retiring, she worked
32	32	part-time as a reading interventionist for children who were
33	33	neurodivergent or who otherwise needed assistance; and
34	34	WHEREAS, Active in her community, she volunteered countless
35	35	hours with the American Cancer Society, and she served as a scout
36	36	leader with the Girl Scouts of the Desert Southwest; a woman of
37	37	devout faith, she was a valued member of Immanuel Baptist Church; in
38	38	her leisure time, she enjoyed reading, traveling, and going to the
39	39	movie theater; and
40	40	WHEREAS, Devoted to her loved ones above all else,
41	41	Ms. Shugert was the proud mother of four daughters, twins Terry and
42	42	Tammy, Sandy, and Jen; over the years, her cherished family grew to
43	43	include five grandchildren, Dylan, Adam, James, Alice, and Rooney;
44	44	and
45	45	WHEREAS, Those fortunate enough to have known Shay Shugert
46	46	will remember the way she touched their lives with her warmth and
47	47	delightful sense of humor, and she will forever hold a treasured
48	48	place in their hearts; now, therefore, be it
49	49	RESOLVED, That the House of Representatives of the 89th Texas
50	50	Legislature hereby pay tribute to the memory of Sharon Carol
51	51	Shugert and extend heartfelt sympathy to the members of her family:
52	52	to her daughters, Sandy Titus-Hill and her husband, James, and Jen
53	53	Shugert and her partner, Jaime Nolasco; to her grandchildren,
54	54	Dylan, Adam, James, Alice, and Rooney; to her sister, Mamie Cross
55	55	Young, and her husband, Thornton; to her brother, Ed Shugert, and
56	56	his wife, Mary; to her niece, Chelsea Shugert; and to her other
57	57	relatives and friends; and, be it further
58	58	RESOLVED, That an official copy of this resolution be
59	59	prepared for her family and that when the Texas House of
60	60	Representatives adjourns this day, it do so in memory of Shay
61	61	Shugert.
