77 R E S O L U T I O N
88 WHEREAS, The 50th anniversary of the development of in-situ
99 recovery technology is taking place on April 10, 2025, marking half
1010 a century of innovation and progress in uranium extraction; and
1111 WHEREAS, The first commercial ISR project was carried out at
1212 the Clay West site in South Texas, and over the years, the method
1313 was shaped by pioneers from such major companies as Union Carbide
1414 Corporation, Westinghouse, and U.S. Steel; today, ISR accounts for
1515 more than 50 percent of global uranium production, providing a
1616 critical fuel source for the nuclear energy sector; and
1717 WHEREAS, This solution-based technology eliminates the need
1818 for traditional mining by extracting uranium directly from
1919 underground ore bodies, minimizing surface disruption, reducing
2020 costs, and ensuring a safer process for workers; in addition, ISR
2121 operations in the U.S. have demonstrated remarkable environmental
2222 stewardship, utilizing groundwater mixed with oxygen and sodium
2323 bicarbonate in a manner that allows for full reclamation and
2424 restoration of the land and water to their original use; and
2525 WHEREAS, In the five decades since its inception, ISR has
2626 transformed the field of uranium extraction, setting new global
2727 benchmarks for efficiency, sustainability, and economic viability;
2828 now, therefore, be it
2929 RESOLVED, That the House of Representatives of the 89th Texas
3030 Legislature hereby commemorate the 50th anniversary of the
3131 commercial development and operation of in-situ recovery
3232 technology and commend all those associated with its founding.
