| 10 | 11 | | maternal mortality and morbidity in Black communities; and |

| 11 | 12 | | WHEREAS, According to the Centers for Disease Control and |

| 12 | 13 | | Prevention, Black women in the United States are two to three times |
|---|
| 13 | 14 | | more likely than White women to die from pregnancy-related |
|---|
| 14 | 15 | | complications; due in part to this disparity, the nation has the |
|---|
| 15 | 16 | | highest maternal mortality rate among all affluent countries; and |
|---|
| 16 | 17 | | WHEREAS, In Texas, Black women also suffer from higher |
|---|
| 17 | 18 | | maternal death rates than women of other races; among Black women, |
|---|
| 18 | 19 | | more than 134 fatalities occur for every 10,000 delivery |
|---|
| 19 | 20 | | hospitalizations, compared to the overall state average of |
|---|
| 20 | 21 | | approximately 85 fatalities for every 10,000 delivery |
|---|
| 21 | 22 | | hospitalizations; the causes of these disproportionate figures |
|---|
| 22 | 23 | | include socioeconomic factors, obstacles to health care access, and |
|---|
| 23 | 24 | | historical health inequities; and |
|---|
| 24 | 25 | | WHEREAS, The CDC has found that over 80 percent of |
|---|
| 25 | 26 | | pregnancy-related deaths are preventable; compounding the issue, |
|---|
| 26 | 27 | | more than 46 percent of all Texas counties are considered maternity |
|---|
| 27 | 28 | | care deserts, exceeding the national average of 33 percent; as a |
|---|
| 28 | 29 | | consequence, many Texas women are left without access to nearby |
|---|
| 29 | 30 | | hospitals, birthing centers, or obstetric providers, and midwives, |
|---|
| 30 | 31 | | doulas, perinatal health workers, and community-based |
|---|
| 31 | 32 | | organizations are further hindered by structural hurdles to |
|---|
| 32 | 33 | | providing holistic maternity care; and |
|---|
| 33 | 34 | | WHEREAS, Black Maternal Health Week was created by the Black |

| 34 | 35 | | Mamas Matter Alliance to make Black maternal health a more urgent |

| 35 | 36 | | priority, and the initiative is returning for its eighth year in |

| 36 | 37 | | 2025 with the theme "Healing Legacies: Strengthening Black Maternal |
