8 | 8 | | WHEREAS, A life made rich through meaningful service drew to |

9 | 9 | | a close with the passing of Chief Steven Bryce Newkirk of the |

10 | 10 | | San Saba Police Department on April 11, 2025, at the age of 52; and |
---|
11 | 11 | | WHEREAS, The son of Dale and Gayle Newkirk, Steve Newkirk was |
---|
12 | 12 | | born in El Paso on July 9, 1972, and he grew up with the |
---|
13 | 13 | | companionship of a sister, Michelle; he attended Eastwood High |
---|
14 | 14 | | School, where he was a member of the rodeo club; and |
---|
15 | 15 | | WHEREAS, In 1990, Mr. Newkirk married Aundrea Rowe, and the |
---|
16 | 16 | | couple became the parents of three children, Megan, Tanner, and |
---|
17 | 17 | | Caitlyn; after that marriage ended, he wed the former Kristy Beth |
---|
18 | 18 | | Simmons in 2002, and they went on to share a fulfilling union that |
---|
19 | 19 | | spanned more than two decades; with the passing years, he had the |
---|
20 | 20 | | pleasure of seeing his family grow to include two more children, |
---|
21 | 21 | | Koren and Jayce, and five grandsons; and |
---|
22 | 22 | | WHEREAS, Mr. Newkirk began his career as a technician in |
---|
23 | 23 | | El Paso before relocating with his family to Huntsville to work for |
---|
24 | 24 | | the Texas Department of Criminal Justice as a correctional officer |
---|
25 | 25 | | at the Texas State Penitentiary; in 1995, he followed in his |
---|
26 | 26 | | father's footsteps and embarked on a rewarding career with the |
---|
27 | 27 | | Lewisville Police Department, where he worked in the patrol, |
---|
28 | 28 | | motorcycle, and investigative units; he took great pride in serving |
---|
29 | 29 | | his community, and he concluded his tenure with the department in |
---|
30 | 30 | | 2016; and |
---|
31 | 31 | | WHEREAS, Upon retirement, Mr. Newkirk moved with his family |
---|
32 | 32 | | to Lampasas, where he worked as a ranch foreman and fulfilled his |
---|
33 | 33 | | lifelong dream of owning land and raising livestock; in 2021, he |
---|
34 | 34 | | returned to law enforcement as an investigator for the San Saba |
---|
35 | 35 | | Police Department, and he was named its chief of police three years |
---|
36 | 36 | | later; in his leisure hours, he enjoyed playing the guitar and |
---|
37 | 37 | | sharing his passion for music with others, and he was also a skilled |
---|
38 | 38 | | metal worker; and |
---|
39 | 39 | | WHEREAS, Steve Newkirk treasured the time he spent in the |
---|
40 | 40 | | company of his family and friends, and those he leaves behind will |
---|
41 | 41 | | in turn cherish their memories of this kind and caring man; now, |
---|
42 | 42 | | therefore, be it |

43 | 43 | | RESOLVED, That the House of Representatives of the 89th Texas |

44 | 44 | | Legislature hereby pay tribute to the life of Chief Steven Bryce |

45 | 45 | | Newkirk and extend sincere condolences to the members of his |

46 | 46 | | family: to his wife, Kristy Newkirk; to his children, Megan Shea |

47 | 47 | | Warne and her husband, Stephen, Tanner Clay Newkirk and his wife, |
