77 R E S O L U T I O N
88 WHEREAS, Memories of a life well lived may help to comfort
99 those saddened by the passing of Frankie Faye Stallard Cooper of
1010 Palacios on March 13, 2025, at the age of 87; and
1111 WHEREAS, The daughter of Frank Edward and Fannie Mae
1212 Stallard, the former Frankie Stallard was born in Palacios on
1313 June 4, 1937; she grew up with a twin, Fannie Raye, and two other
1414 sisters, Lucille and Novella; after graduating from Palacios High
1515 School, she married the love of her life, Clifford Paul Cooper, on
1616 June 11, 1955; they settled in the Deutschburg community to raise
1717 their two treasured sons, Stephen and Rodney; and
1818 WHEREAS, Mrs. Cooper devoted herself to her home and family;
1919 a wonderful cook and hostess, she was known for her dewberry
2020 cobbler, sourdough bread, fig preserves, and pies, and she
2121 comforted the sick by arriving with her famous chicken and
2222 dumplings; she also liked creating new dishes; after her husband
2323 suffered a cardiac event, she learned to prepare delicious
2424 heart-healthy recipes, which she often shared with his doctor; and
2525 WHEREAS, Sustained by her strong faith, Mrs. Cooper was a
2626 valued member of the First Baptist Church of Palacios for more than
2727 seven decades, and she taught Sunday school for toddlers for over 40
2828 years and lent her time to numerous church committees; dedicated to
2929 her community, she served as an election official for Jackson and
3030 Matagorda Counties; she was also a 4-H leader and a member of the
3131 Matagorda County Aggie Moms' Club, the Deutschburg Community Club,
3232 and the Alapha Club; and
3333 WHEREAS, Mrs. Cooper was an avid traveler, and her family
3434 delighted in "Meemaw Moments," as they dubbed her effusive
3535 reactions to the beauty of nature; she loved to play games with her
3636 cherished family, which grew to include many grandchildren and
3737 great-grandchildren; she and her husband enjoyed a deeply
3838 fulfilling relationship until his death in 2013; and
3939 WHEREAS, Although Frankie Cooper is sadly missed, the passage
4040 of time will never diminish the warmth and kindness she brought into
4141 the lives of all who knew her; now, therefore, be it
4242 RESOLVED, That the House of Representatives of the 89th Texas
4343 Legislature hereby pay tribute to the memory of Frankie Faye
4444 Stallard Cooper and extend sincere sympathy to the members of her
4545 family: to her sons, Steve Cooper and his wife, Kim, and Rodney
4646 Cooper and his wife, Kathy; to her grandchildren, Ryan Howard,
4747 Lindsay Hensley, Courtney Cooper, Alexis Turner, and Shelby Cooper;
4848 to her great-grandchildren, Karys Howard, Drew Howard, Audrey
4949 Hensley, Kinlea Cooper, Bellamy Hensley, Dylan Hensley, Vivian
5050 Seals, Jasper Turner, and Marguerite Turner; to her sister, Fannie
5151 Raye Ivy; and to her many other relatives and friends; and, be it

5353 RESOLVED, That an official copy of this resolution be
5454 prepared for her family and that when the Texas House of
5555 Representatives adjourns this day, it do so in memory of Frankie
5656 Faye Stallard Cooper.
