8 | 8 | | WHEREAS, Memories of a life well lived may help to comfort |

9 | 9 | | those saddened by the passing of Frankie Faye Stallard Cooper of |

10 | 10 | | Palacios on March 13, 2025, at the age of 87; and |
---|
11 | 11 | | WHEREAS, The daughter of Frank Edward and Fannie Mae |
---|
12 | 12 | | Stallard, the former Frankie Stallard was born in Palacios on |
---|
13 | 13 | | June 4, 1937; she grew up with a twin, Fannie Raye, and two other |
---|
14 | 14 | | sisters, Lucille and Novella; after graduating from Palacios High |
---|
15 | 15 | | School, she married the love of her life, Clifford Paul Cooper, on |
---|
16 | 16 | | June 11, 1955; they settled in the Deutschburg community to raise |
---|
17 | 17 | | their two treasured sons, Stephen and Rodney; and |
---|
18 | 18 | | WHEREAS, Mrs. Cooper devoted herself to her home and family; |
---|
19 | 19 | | a wonderful cook and hostess, she was known for her dewberry |
---|
20 | 20 | | cobbler, sourdough bread, fig preserves, and pies, and she |
---|
21 | 21 | | comforted the sick by arriving with her famous chicken and |
---|
22 | 22 | | dumplings; she also liked creating new dishes; after her husband |
---|
23 | 23 | | suffered a cardiac event, she learned to prepare delicious |
---|
24 | 24 | | heart-healthy recipes, which she often shared with his doctor; and |
---|
25 | 25 | | WHEREAS, Sustained by her strong faith, Mrs. Cooper was a |
---|
26 | 26 | | valued member of the First Baptist Church of Palacios for more than |
---|
27 | 27 | | seven decades, and she taught Sunday school for toddlers for over 40 |
---|
28 | 28 | | years and lent her time to numerous church committees; dedicated to |
---|
29 | 29 | | her community, she served as an election official for Jackson and |
---|
30 | 30 | | Matagorda Counties; she was also a 4-H leader and a member of the |
---|
31 | 31 | | Matagorda County Aggie Moms' Club, the Deutschburg Community Club, |
---|
32 | 32 | | and the Alapha Club; and |
---|
33 | 33 | | WHEREAS, Mrs. Cooper was an avid traveler, and her family |
---|
34 | 34 | | delighted in "Meemaw Moments," as they dubbed her effusive |
---|
35 | 35 | | reactions to the beauty of nature; she loved to play games with her |
---|
36 | 36 | | cherished family, which grew to include many grandchildren and |
---|
37 | 37 | | great-grandchildren; she and her husband enjoyed a deeply |
---|
38 | 38 | | fulfilling relationship until his death in 2013; and |
---|
39 | 39 | | WHEREAS, Although Frankie Cooper is sadly missed, the passage |
---|
40 | 40 | | of time will never diminish the warmth and kindness she brought into |
---|
41 | 41 | | the lives of all who knew her; now, therefore, be it |
---|
42 | 42 | | RESOLVED, That the House of Representatives of the 89th Texas |

43 | 43 | | Legislature hereby pay tribute to the memory of Frankie Faye |

44 | 44 | | Stallard Cooper and extend sincere sympathy to the members of her |

45 | 45 | | family: to her sons, Steve Cooper and his wife, Kim, and Rodney |
