69 A BILL TO BE ENTITLED
710 AN ACT
811 relating to the display of the Ten Commandments in public school
912 classrooms.
1013 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1114 SECTION 1. Chapter 1, Education Code, is amended by adding
1215 Section 1.0041 to read as follows:
1316 Sec. 1.0041. DISPLAY OF TEN COMMANDMENTS. (a) Subject to
1417 Subsection (e), a public elementary or secondary school shall
1518 display in a conspicuous place in each classroom of the school a
1619 durable poster or framed copy of the Ten Commandments that meets the
1720 requirements of Subsection (b).
1821 (b) A poster or framed copy of the Ten Commandments
1922 described by Subsection (a) must:
2023 (1) include only the text of the Ten Commandments as
2124 provided by Subsection (c) in a size and typeface that is legible to
2225 a person with average vision from anywhere in the classroom in which
2326 the poster or framed copy is displayed; and
2427 (2) be at least 16 inches wide and 20 inches tall.
2528 (c) The text of the poster or framed copy of the Ten
2629 Commandments described by Subsection (a) must read as follows:
2730 "The Ten Commandments
2831 I AM the LORD thy God.
2932 Thou shalt have no other gods before me.
3033 Thou shalt not make to thyself any graven images.
3134 Thou shalt not take the Name of the Lord thy God in vain.
3235 Remember the Sabbath day, to keep it holy.
3336 Honor thy father and thy mother, that thy days may be long upon the
3437 land which the Lord thy God giveth thee.
3538 Thou shalt not kill.
3639 Thou shalt not commit adultery.
3740 Thou shalt not steal.
3841 Thou shalt not bear false witness against thy neighbor.
3942 Thou shalt not covet thy neighbor's house.
4043 Thou shalt not covet thy neighbor's wife, nor his manservant, nor
4144 his maidservant, nor his cattle, nor anything that is thy
4245 neighbor's."
4346 (d) A public elementary or secondary school in which each
4447 classroom does not include a poster or framed copy of the Ten
4548 Commandments as required by Subsection (a) must:
4649 (1) accept any offer of a privately donated poster or
4750 framed copy of the Ten Commandments provided that the poster or
4851 copy:
4952 (A) meets the requirements of Subsection (b); and
5053 (B) does not contain any additional content; and
5154 (2) display the poster or framed copy as specified in
5255 Subsection (a).
5356 (e) A public elementary or secondary school in which each
5457 classroom does not include a poster or framed copy of the Ten
5558 Commandments as required by Subsection (a) may, but is not required
5659 to, purchase posters or copies that meet the requirements of
5760 Subsection (b) using district funds.
5861 (f) Notwithstanding any other law, a public elementary or
5962 secondary school is not exempt from this section.
6063 SECTION 2. This Act applies beginning with the 2025-2026
6164 school year.
6265 SECTION 3. This Act takes effect immediately if it receives
6366 a vote of two-thirds of all the members elected to each house, as
6467 provided by Section 39, Article III, Texas Constitution. If this
6568 Act does not receive the vote necessary for immediate effect, this
6669 Act takes effect September 1, 2025.
