| 10 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 14 | | SECTION 1. Sections 542.4031(g) and (h), Transportation |
|---|
| 12 | 15 | | Code, are amended to read as follows: |
|---|
| 13 | 16 | | (g) Of the money received by the comptroller under this |
|---|
| 14 | 17 | | section, the comptroller shall deposit: |
|---|
| 15 | 18 | | (1) 50 [70] percent to the credit of the undedicated |
|---|
| 16 | 19 | | portion of the general revenue fund; and |
|---|
| 17 | 20 | | (2) 50 [30] percent to the credit of the designated |
|---|
| 18 | 21 | | trauma facility and emergency medical services account under |
|---|
| 19 | 22 | | Section 780.003, Health and Safety Code. |
|---|
| 20 | 23 | | (h) Notwithstanding Subsection (g)(1), in any state fiscal |
|---|
| 21 | 24 | | year the comptroller shall deposit 50 [70] percent of the money |
|---|
| 22 | 25 | | received under Subsection (e)(2) to the credit of the general |
|---|
| 23 | 26 | | revenue fund only until the total amount of the money deposited to |
|---|
| 24 | 27 | | the credit of the general revenue fund under Subsection (g)(1) |
|---|
| 25 | 28 | | equals $250 million for that year. If in any state fiscal year the |
|---|
| 26 | 29 | | amount received by the comptroller under Subsection (e)(2) for |
|---|
| 27 | 30 | | deposit to the credit of the general revenue fund under Subsection |
|---|
| 28 | 31 | | (g)(1) exceeds $250 million, the comptroller shall deposit the |
|---|
| 29 | 32 | | additional amount to the credit of the Texas mobility fund. |
|---|
| 30 | 33 | | SECTION 2. Section 542.4031(g), Transportation Code, as |
|---|
| 31 | 34 | | amended by this Act, applies only to the distribution of revenue |
|---|
| 32 | 35 | | collected on or after the effective date of this Act. The |
|---|
| 33 | 36 | | distribution of revenue collected before the effective date of this |
|---|
| 34 | 37 | | Act is governed by the law in effect at the time the revenue was |
|---|
| 35 | 38 | | collected, and that law is continued in effect for the purpose of |
|---|
| 36 | 39 | | the distribution of that revenue. |
|---|
| 37 | 40 | | SECTION 3. This Act takes effect September 1, 2025. |
