77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to state employment opportunities for individuals who do
1010 not hold a bachelor's degree.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 654.037, Government Code, is amended by
1313 adding Subsection (e) to read as follows:
1414 (e) The classification officer shall:
1515 (1) identify state agency positions for which the
1616 educational, experience, and training requirements could be
1717 reduced to increase the number of qualified applicants who could
1818 proficiently perform the positions;
1919 (2) reduce to the extent practicable the number of
2020 state agency positions requiring an employee to hold a bachelor's
2121 degree as a condition of employment;
2222 (3) evaluate ways to expand career advancement
2323 opportunities for state agency employees who do not hold a
2424 bachelor's degree; and
2525 (4) report the information gathered as required by
2626 this subsection to the governor's budget office and the Legislative
2727 Budget Board in the time required by Subsection (a)(2).
2828 SECTION 2. This Act takes effect September 1, 2025.
