88 AN ACT
99 relating to the date on which a voter registration application
1010 becomes effective.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Section 13.042(c), Election Code, is amended to
1313 read as follows:
1414 (c) An application submitted after the 19th [34th] day
1515 before the date of an election and on or before the last day for a
1616 person to timely submit a registration application for that
1717 election as provided by Section 13.143 shall be delivered not later
1818 than 5 p.m. of the next regular business day after the date to
1919 timely submit a registration application for that election as
2020 provided by Section 13.143.
2121 SECTION 2. Section 13.143(a), Election Code, is amended to
2222 read as follows:
2323 (a) Except as provided by Subsections (b) and (e), if an
2424 applicant's registration application is approved, the registration
2525 becomes effective on the 15th [30th] day after the date the
2626 application is submitted to the registrar or on the date the
2727 applicant becomes 18 years of age, whichever is later.
2828 SECTION 3. Section 13.144(a), Election Code, is amended to
2929 read as follows:
3030 (a) Not later than the 15th [30th] day after the date the
3131 registrar receives the application, the registrar shall deliver the
3232 original of an initial certificate:
3333 (1) in person to the applicant or the applicant's agent
3434 appointed under Section 13.003; or
3535 (2) by mail to the applicant.
3636 SECTION 4. Sections 15.025(a) and (d), Election Code, are
3737 amended to read as follows:
3838 (a) Except as provided by Subsections (b) and (d), the
3939 registration of a voter described by this subsection whose
4040 information is changed on the registration records becomes
4141 effective as to the change on the 15th [30th] day after:
4242 (1) the date the voter submits to the registrar a
4343 notice of a change in registration information under Section 15.021
4444 or a response under Section 15.053, indicating the change; or
4545 (2) the date the voter submits a statement of
4646 residence to an election officer under Section 63.0011 or a
4747 registration application or change of address to an agency employee
4848 under Chapter 20, indicating the change.
4949 (d) If the 15th [30th] day before the date of an election is
5050 a Saturday, Sunday, or legal state or national holiday, the
5151 document is considered to be timely if it is submitted to the
5252 registrar on or before the next regular business day.
5353 SECTION 5. Section 16.0921(c), Election Code, is amended to
5454 read as follows:
5555 (c) The registrar may not deliver a confirmation notice
5656 resulting from a sworn statement filed after the 75th day before the
5757 date of the general election for state and county officers until
5858 after the date of that election. This subsection does not apply to
5959 a person who submits a registration application after the 75th day
6060 and prior to the 15th [30th] day before the general election for
6161 state and county officers.
6262 SECTION 6. The changes in law made by this Act apply only to
6363 a voter registration application submitted on or after the
6464 effective date of this Act. A voter registration application
6565 submitted before the effective date of this Act is governed by the
6666 law in effect when the application was submitted, and the former law
6767 is continued in effect for that purpose.
6868 SECTION 7. This Act takes effect September 1, 2025.
