8	8	AN ACT
9	9	relating to the date on which a voter registration application
10	10	becomes effective.
11	11	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
12	12	SECTION 1. Section 13.042(c), Election Code, is amended to
13	13	read as follows:
14	14	(c) An application submitted after the 19th [34th] day
15	15	before the date of an election and on or before the last day for a
16	16	person to timely submit a registration application for that
17	17	election as provided by Section 13.143 shall be delivered not later
18	18	than 5 p.m. of the next regular business day after the date to
19	19	timely submit a registration application for that election as
20	20	provided by Section 13.143.
21	21	SECTION 2. Section 13.143(a), Election Code, is amended to
22	22	read as follows:
23	23	(a) Except as provided by Subsections (b) and (e), if an
24	24	applicant's registration application is approved, the registration
25	25	becomes effective on the 15th [30th] day after the date the
26	26	application is submitted to the registrar or on the date the
27	27	applicant becomes 18 years of age, whichever is later.
28	28	SECTION 3. Section 13.144(a), Election Code, is amended to
29	29	read as follows:
30	30	(a) Not later than the 15th [30th] day after the date the
31	31	registrar receives the application, the registrar shall deliver the
32	32	original of an initial certificate:
33	33	(1) in person to the applicant or the applicant's agent
34	34	appointed under Section 13.003; or
35	35	(2) by mail to the applicant.
36	36	SECTION 4. Sections 15.025(a) and (d), Election Code, are
37	37	amended to read as follows:
38	38	(a) Except as provided by Subsections (b) and (d), the
39	39	registration of a voter described by this subsection whose
40	40	information is changed on the registration records becomes
41	41	effective as to the change on the 15th [30th] day after:
42	42	(1) the date the voter submits to the registrar a
43	43	notice of a change in registration information under Section 15.021
44	44	or a response under Section 15.053, indicating the change; or
45	45	(2) the date the voter submits a statement of
46	46	residence to an election officer under Section 63.0011 or a
47	47	registration application or change of address to an agency employee
48	48	under Chapter 20, indicating the change.
49	49	(d) If the 15th [30th] day before the date of an election is
50	50	a Saturday, Sunday, or legal state or national holiday, the
51	51	document is considered to be timely if it is submitted to the
52	52	registrar on or before the next regular business day.
53	53	SECTION 5. Section 16.0921(c), Election Code, is amended to
54	54	read as follows:
55	55	(c) The registrar may not deliver a confirmation notice
56	56	resulting from a sworn statement filed after the 75th day before the
57	57	date of the general election for state and county officers until
58	58	after the date of that election. This subsection does not apply to
59	59	a person who submits a registration application after the 75th day
60	60	and prior to the 15th [30th] day before the general election for
61	61	state and county officers.
62	62	SECTION 6. The changes in law made by this Act apply only to
63	63	a voter registration application submitted on or after the
64	64	effective date of this Act. A voter registration application
65	65	submitted before the effective date of this Act is governed by the
66	66	law in effect when the application was submitted, and the former law
67	67	is continued in effect for that purpose.
68	68	SECTION 7. This Act takes effect September 1, 2025.
