88 AN ACT
99 relating to authorizing the issuance of revenue bonds for certain
1010 capital projects at Texas Tech University Health Sciences Center at
1111 El Paso.
1212 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Subchapter B, Chapter 55, Education Code, is
1414 amended by adding Section 55.17999 to read as follows:
1515 Sec. 55.17999. TEXAS TECH UNIVERSITY HEALTH SCIENCES CENTER
1616 AT EL PASO; ADDITIONAL BONDS. (a) In addition to the other
1717 authority granted under this subchapter, the board of regents of
1818 the Texas Tech University System may acquire, purchase, construct,
1919 improve, renovate, enlarge, or equip property and facilities,
2020 including roads and related infrastructure, for Texas Tech
2121 University Health Sciences Center at El Paso for construction and
2222 equipment of an oral health care center, to be financed by the
2323 issuance of bonds in accordance with a systemwide revenue financing
2424 program and secured as provided by that program, in an aggregate
2525 principal amount not to exceed $162,000,000.
2626 (b) The board may pledge irrevocably to the payment of the
2727 bonds authorized by this section all or any part of the revenue
2828 funds of an institution, branch, or entity of the Texas Tech
2929 University System, including student tuition charges. The amount
3030 of a pledge made under this subsection may not be reduced or
3131 abrogated while the bonds for which the pledge is made, or bonds
3232 issued to refund those bonds, are outstanding.
3333 (c) If sufficient funds are not available to the board to
3434 meet its obligations under this section, the board may transfer
3535 funds among institutions, branches, and entities of the Texas Tech
3636 University System to ensure the most equitable and efficient
3737 allocation of available resources for each institution, branch, or
3838 entity to carry out its duties and purposes.
3939 SECTION 2. This Act does not affect any authority or
4040 restriction regarding the activities that a public institution of
4141 higher education may conduct in connection with a facility financed
4242 by bonds authorized by this Act.
4343 SECTION 3. This Act takes effect September 1, 2025.
