77 A BILL TO BE ENTITLED
88 AN ACT
99 relating to an advisory committee to study suicide prevention and
1010 peer support programs in fire departments in this state.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. DEFINITIONS. In this Act:
1313 (1) "Advisory committee" means the advisory committee
1414 established under this Act.
1515 (2) "Commission" means the Texas Commission on Fire
1616 Protection.
1717 (3) "Fire department" has the meaning assigned by
1818 Section 419.021, Government Code.
1919 (4) "Fire fighter" has the meaning assigned by Section
2020 143.003, Local Government Code.
2121 SECTION 2. ADVISORY COMMITTEE. (a) The commission shall
2222 establish an advisory committee to study the need to implement
2323 suicide prevention and peer support programs in fire departments in
2424 this state. The committee is composed of the following members:
2525 (1) two fire fighters, appointed by the Texas State
2626 Association of Fire Fighters;
2727 (2) two fire fighters, appointed by the State
2828 Firefighters' and Fire Marshals' Association of Texas;
2929 (3) two fire chiefs, appointed by the Texas Fire
3030 Chiefs Association;
3131 (4) one person who is licensed to provide professional
3232 mental health services, as defined by Section 531.002, Health and
3333 Safety Code, appointed by the Texas Fire Chiefs Association;
3434 (5) one person who is licensed to provide professional
3535 mental health services as defined by Section 531.002, Health and
3636 Safety Code, appointed by the Texas State Association of Fire
3737 Fighters;
3838 (6) one person who is licensed to provide professional
3939 mental health services, as defined by Section 531.002, Health and
4040 Safety Code, appointed by the State Firefighters' and Fire
4141 Marshals' Association of Texas;
4242 (7) one person, appointed by the executive director of
4343 the Texas A&M Engineering Extension Service; and
4444 (8) the executive director of the commission.
4545 (b) The advisory committee shall designate a member of the
4646 committee as chair of the committee.
4747 (c) The commission may adopt rules necessary to carry out
4848 the purpose and duties of the advisory committee under this Act.
4949 (d) The commission shall provide administrative support and
5050 resources necessary for the advisory committee to carry out the
5151 purpose and duties of the committee under this Act.
5252 (e) The advisory committee may meet in person or by
5353 telephone conference, videoconference, or other electronic means.
5454 SECTION 3. REPORT. Not later than September 1, 2026, the
5555 advisory committee shall prepare and submit a report to the
5656 governor and the legislature. The report must:
5757 (1) provide an overview of suicide prevention and peer
5858 support groups in fire departments;
5959 (2) address possible licensing requirements and any
6060 confidentiality concerns; and
6161 (3) provide recommendations on:
6262 (A) the need for legislation to implement suicide
6363 prevention and peer support groups in fire departments;
6464 (B) whether to encourage local governments to
6565 develop local suicide prevention and peer support groups in fire
6666 departments; and
6767 (C) specific programs to be implemented in this
6868 state.
6969 SECTION 4. EXPIRATION DATE. The advisory committee is
7070 abolished and this Act expires January 10, 2027.
7171 SECTION 5. EFFECTIVE DATE. This Act takes effect September
7272 1, 2025.
